The work to be done consists of furnishing all materials, equipment, tools, labor, and incidentals as required by the Contract Documents, Specifications and Plans for the above stated project. The general items of work to be done hereunder consist of construction of Riverside County Flood Control and Water Conservation District (RCFC&WCD) Master Drainage Plan Line S-5A Extension which runs along the east side of Norco Intermediate School and starts approximately 200 feet south of Kingman Drive and connects to the S-5 Line located at Hillside Lane. The project will also include construction of Line S-6 Lateral located on Temescal Avenue approximately 800 feet north of the intersection of Second Street and Temescal Avenue and runs westerly to connect to South Norco Channel. Project includes installation of RCP pipe 30" and 42" in diameter, HDPE pipe 18" in diameter, manholes, junction structures, curb and gutter, PCC sidewalk, AC paving, concrete bulkhead and any other necessary appurtenances and related work to the satisfaction and acceptance of the City Engineer There are 45 working days allowed to complete this project. Liquidated damages shall be assessed at $1,000.00 per working day. Any Contract entered into pursuant to this notice will incorporate the provisions of the State Labor Code. Compliance with the prevailing rates of wages, apprenticeship employment standards, and Contractor registration program established by the State Director of Industrial Relations will be required. Affirmative action to ensure against discrimination in employment practices on the basis of race, color, national origin, ancestry, sex, or religion will be also required. The Contract Documents call for monthly progress payments based upon the engineer's estimate of the items of work completed. The AGENCY will retain 5 percent of each progress payment as security for completion of the balance of the work. At the request and expense of the successful Bidder, the City of Norco will pay the amounts so retained upon compliance with the requirements of Government Code Section 4590 and the provisions of the Contract Documents pertaining to Substitution of Securities. No Contractor or Sub-Contractor may be listed on proposal unless they are registered with the Department of Industrial Relati ns (DIR) pursuant to Labor Code Section 1725.5. Proposals must be accompanied by a proposal guarantee consisting of a certified check or bid bond payable to the AGENCY in the amount of 10 percent of the total amount bid. Any proposal not accompanied by such a guarantee will not be considered. If a Bidder to whom a contract is awarded fails or refuses to execute the Contract Documents or furnish the required insurance policies and bonds as set forth in these documents, the proposal guarantee shall be forfeited to the AGENCY. The proposal guarantee of all Bidders will be held until the successful bidder has properly executed all Contract Documents.
