Renovation of a municipal facility in Port Charlotte, Florida. Completed plans call for the renovation of a 20,000-square-foot municipal facility.

It is the intent of the County to select a firm who clearly demonstrates the highest level of ability and proven reliability to perform the professional services specified in the Scope of Services. Brief summaries applicable to the required work should be included with the proposal. Project Description: A. Phase 2 is 3.15 +/- acres of a total 6.26-acre site located at 21450 Gibraltar Drive, Port Charlotte, Florida. B. The new Phase 2 facility is estimated at 20,000 +/- square feet with final design determining the proper size within budget. C. Site lies within a residential community. D. Phase 2 is the completion of the Family Services Campus, following the master planning completed in Phase 1. E. Phase 1 is currently under construction and is completed outside of the scope of this proposal. It is anticipated that Phase 1 will be in operation at the time of completion of the Phase 2 project. Phase 1 will temporarily house the Youth Services operations until the Phase 2 building is completed. As part of the holistic programming required of the entire campus within the Phase 2 scope of work, some minor modification will likely be required within the Phase 1 building to accommodate the transition of Youth Services and the remainder of the Human Services team, plus community partners. The County reserves the right to accept or reject any and/or all proposals, to waive irregularities and technicalities, and to request resubmission. Any sole response received the first submission date may or may not be rejected by the County, depending on available competition and timely needs of the County. The County shall be the sole judge of the proposal and the resulting agreement that is in its best interest, and its decision shall be final. PROJECT OBJECTIVES: A. Qualifications-based selection will be used in choosing the contractor. B. The selected firm will fully participate with the design consultants and County team delivering all project construction activities while providing independent user-ready facilities within scope and project budget. C. The new facility is Phase 2, which is the final phase, within a master plan for the full realization of an integrated services model and the co-location of government health and human services. Phase 2 will be constructed adjacent to the Phase 1 building, which will be in operation with some renovations included as part of this Phase 2 project. D. The facility will have phased elements. The master plan will need to be studied to determine the overall program and phasing approach of all users, stakeholders, and support spaces as a holistic campus. E. The development program for Phase 2 shall generally consist of, but are not limited to, the following elements: 1. Separate youth services building adjacent to the Phase 1 building 2. Independent entry area for safe and secure access for children, including small lobby and supervised visiting room 3. General office spaces for the Human Services Department, including Veteran Services, Housing, Senior Services, and Case Management 4. Office spaces for community partners and volunteers, with flexibility for future tenant changes 5. Shared support spaces, including printer room, storage area, break room, youth classroom space, plus separate restrooms for staff 6. Approximately 1,000 square feet of open workspace for computer club activities. 7. Pantry and serving area for food distribution to youth (kitchen in Phase 1 building) 8. Two (2) conference rooms - one (1) large and one (1) medium 9. Indoor community gathering space, to also serve as a multi-purpose space for a small gym and play space, with chair / table storage 10. Extension of the bus loop drop off, plus adequate space for bus parking 11. Outdoor play / flex space 12. Covered walkway connector between buildings, with adequate space for small gatherings 13. Area on the site for a community garden 14. Emergency generator transfer switch capacity 15. All related site work associated with the project. This may include additional parking, pedestrian and vehicular circulation, site and security lighting, signage, landscaping and irrigation, storm water management systems, and utility services and extensions. F. The successful construction management services will be conducted in two (2) phases, pre-construction and construction management, for this project. G. The project shall meet all applicable building codes, including barrier free design. H. The building will not be designed and constructed as an essential facility and will not need to be hardened beyond the hurricane rated impacts required by applicable building codes. I. The facility will utilize integrated building automation systems. J. Design and construction shall consider life-cycle costs, long-term maintenance, energy conservation, and long-term operational costs. K. The project will utilize Building Information Modeling (BIM) protocols during the design and construction. L. The design and construction will utilize sustainable building practices, comparable to Leadership in Energy and Environmental Design (LEED) or similar rating system principles, without pursuing any certification levels
