Per the owner, as of February 8, 2022, an award has been made for this solicitation. The owner states that construction is anticipated in early 2023. Closed solicitation has been included below for reference. .................. The City is requesting proposals from professional design service firms that have a qualified and experienced team to provide excellent design services for appropriate sidewalk mobility gaps. The design services entails new sidewalk, driveway, American with Disabilities Act (ADA) compliant curb ramps, grading, retaining walls, relocation of existing irrigation, tree removal, and landscaping, street resurfacing, signage and striping, solar power radar speed feedback signs, adjustment of utility boxes and valve covers, etc., removal and replacement of curb and gutter, and miscellaneous appurtenances and landscaping. Currently, the sidewalks on the east side of Rowell Avenue stop just short of the Pennekamp Elementary at 1st Street to the north and Curtis Avenue to the south. Students and families must walk in the busy street or in parking or vehicle drop-off areas to reach the pedestrian entrances to the school. The Rowell Avenue Safe Routes to School Connectivity Improvement Project will construct missing sidewalks, retaining wall, curb ramps; install speed feedback signs; remove vegetation impeding visibility; remove hazards due to poor drainage; and improve driveway crossings for pedestrians at crucial locations leading to Pennekamp Elementary School. Additionally, a drainage outlet opens from the school campus onto a makeshift pedestrian walkway and the street at the intersection of Rowell and Curtis, creating difficult for pedestrians walking along the street and crossing the street when it rains.
