Site work for a civil project in Williamsport, Pennsylvania. Completed plans call for site work for a pipeline; and water / sewer project.

The Project consists of the construction and installation of 24 landfill gas collection system cleanouts; 12" and 16" in diameter, are to be installed on the existing HDPE landfill gas header system. Also, the construction and installation of 4 force main cleanouts; 3" and 4" in diameter, are to be installed on the existing HDPE landfill force main system. The landfill gas collection system and force main cleanouts are to be installed to provide access for cleaning and inspection services. The Project consists of jetting and maintenance cleaning services for approximately 44,000 linear feet and video inspection services (CCTV) for approximately 56,000 linear feet of landfill leachate and gas collection system, force main, and stormwater pipe. The piping primarily includes, but not limited to, solid and perforated HDPE, and some PVC, CMP, and VCP pipe. The pipe ranges in size from 3" to 22" in diameter. The Bidder shall also provide a unit price for a heavy-duty cleaning service for the removal of excessive pipe build-up; this Work will be on an as-needed basis. Additionally, the Project includes manhole structure maintenance which consists of confined space entry for jetting and maintenance cleaning service, video inspection service, and removal of debris and sludge from landfill leachate collection manholes, condensate knockout manholes, and pump station structures. The Bidder shall also provide a unit price for an appropriately sized crew to perform additional confined space entries; this Work will be on an as-needed basis. The Successful Bidder will either provide a filter box for onsite disposal or transport all cleaning water, debris, sludge, etc., from the Work to an offsite disposal facility. The Work is to be substantially completed for Owner's use within 100 calendar days from the date specified in the Notice to Proceed. Final completion of the Work shall be within 125 calendar days from the date specified in the Notice to Proceed. Liquidated damages of $1,000.00 per day will be assessed after the date for Final Completion. Bids will be received for a single prime Contract. Bids shall be on a unit price basis, as indicated in the Bid Form. Requests for interpretations or clarifications are due the 20th day of April 2021. Each Bid must be submitted on the prescribed Bid Form and accompanied by Bid security, as prescribed in the Instructions to Bidders. The Successful Bidder will be required to furnish the additional bond(s) prescribed in the Bidding Documents. In order to perform public work, the Successful Bidder and Subcontractors prior to contract award shall hold or obtain such license as required by State statutes, and Federal and local Laws and Regulations. Wages paid to employees of the successful bidder shall be subject to the requirements of the Pennsylvania Prevailing Wage Act. No Bidder may withdraw their Bid within 60 days after the actual date of the opening of Bids. The County will not award a contract to anyone who cannot prove to the satisfaction of the County that they have sufficient experience with cleaning landfill leachate and gas collection systems, and are financially able and organized to successfully carry out the Work covered by the Bidding Documents in the required time. Each Bid shall be accompanied by completed questionnaires relating to the Bidder's qualifications and financial status. All Bidders shall be aware that the County is an agency subject to the Right to Know Law. Any documents submitted should be considered as subject to potential public disclosure once the bid is awarded. In addition, the County will post information regarding the successful bid on the County website. The County reserves the right to reject all Bids or any Bid not conforming to the intent and purpose of the Bidding Documents, to waive any informality in Bids received, and to accept that Bid which in its judgement best serves the interest of the County.
