Contact Dave Devet for additional information. david.devet@usda.gov DESCRIPTION: The USDA-Forest Service is advertising a dredging contract on the Grand Island National Recreation Area near Munising, MI. The Contractor will be required to provide all transportation, material, labor, supervision, equipment, operators, tools, supplies, licenses, permits and other incidentals as required in the Schedule of Items and Specifications of the solicitation necessary to perform the services. CONTRACTOR QUALIFICATIONS: Interested parties are advised that registration in the System for Award Management (SAM) database is required prior to award of a contract. There is no cost for registration in SAM when registration is completed on the official SAM website (www.sam.gov). SET-ASIDE: This procurement is set-aside 100% for small business concerns. The NAICS code is 237990 Dredging The Small Business size standard is $30 Million. SOLICITATION DOCUMENTS: Solicitation 12445522Q0033 is being issued as an RFQ and will be awarded as a firm fixed price contract. Only one award will be issued. The solicitation and related documents will only be issued electronically via Contract Opportunities on www.sam.gov and are expected to be available for downloading on or around March 4, 2022 from https://www.sam.gov/. All responsible sources may submit a quote which, if timely received, shall be considered by the agency. SCOPE OF CONTRACT This project on the Hiawatha National Forest is for annual dredging at Williams and Powell Point Landings for access to and from Grand Island National Recreation Area near Munising, Michigan. The work may be completed after ice-out, but no later than May 21st, 2022. .2 PROJECT LOCATON From Marquette, MI., travel east on M-28 for approximately 40 miles and turn left (south) onto Grand Island Landing Road, travel approximately 300 ft. and arrive at Grand Island (Powell Point) Landing. From Escanaba, MI., travel east on US 2 approximately 15 miles and turn left on M-94, travel approximately 48 miles and turn left onto M-28, travel approximately 4 miles and turn right onto Grand Island Landing Road, travel approximately 3 miles to the campground. C. 3 MAGNITUDE OF CONSTRUCTION PROJECT The Government estimate is between $25,000 and $100,000. C. 4 TECHNICAL SPECIFICATIONS SECTION D--PACKAGING AND MARKING D-1 PACKING AND MARKING All shipments of materials, equipment and/or supplies shall be addressed to the Contractor and not to the Government. D-2 PROJECT LABELING FOR OFFICIAL CORRESPONDENCE The Government singularly identifies each project with a contract number at time of award. The contract number is a unique identifier to purposely and permanently represent an awarded project. The Government issued contract number is to be referenced on all official communication starting upon notice of award. This project on the Hiawatha National Forest is for annual dredging at Williams and Powell Point Landings for access to and from Grand Island National Recreation Area near Munising, Michigan. The work may be completed after ice-out, but no later than May 21st, 2022. The work includes removal of not to exceed 300 cubic yards of drift sand to maintain sufficient depth at Powell Point and the removal of not to exceed 1000 cu. yds. of drift sand at Williams Landing docks for barge operations to and from Grand Island National Recreation Area. Dredge an area 30 ft. wide by 70 ft. long piers) at Powell Point and William's Landing barge ramp areas to a depth of six feet below surface water elevation. Additionally, the passenger ferry areas may be dredged to an area 40 ft. wide by 30 ft. long as determined by the US Forest Service. Spoils from each location need be placed in an approved upland location for dewatering. Dredge spoils must be immediately stabilized (ex. silt fence) for dewatering. The contractor needs to move all spoils to the approved upland disposal sites within 30 days of dredging. The spoils that are dredged from Williams Landing need to be hauled to the approved dredging spoil storage locations (see map in contract solicitation package), pushed into piles no less than 13 feet high and no more than 15 feet high, and the dredging spoils need to be consolidated accordingly to maximize the space within the two approved storage locations. Haul material from Powell Point to Paulson Pit or other location approved by US Forest Service. SCHEDULE NOTES a. There is a requirement for bonding and/or payment protections (Irrevocable Letter of Credit (ILC) or payment bond) if quote is over $35,000. The bonds or ILC will be for 100% of the award price and submitted within 10 days after contract award. See Section I for additional information. b. Contractor must be registered www.sam.gov to be considered. THIS IS A FREE REGISTRATION. c. A site visit may be arranged by request via email to Dave Devet at david.devet@usda.gov. d. Award will be made to a single offeror. Multiple awards will not be considered. Offerors shall submit pricing for all items. There is a requirement to submit a technical proposal with your offer. See Section L & M for preparation instructions. e. Per FAR Clause 52.236-15, the Contracting Officer determines the successful offeror is required to submit a practicable schedule within 10 days of contract award. See Far Clause 52.236-15 for more information. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
