Requests for clarification are due Friday, April 23, 2021 5:00:00 PM Luzerne County is looking for responsible bidders for Walp Road over Nescopeck Creek Bridge Replacement. The project includes the replacement of the existing Walp Road over Nescopeck Creek bridge. Existing bridge superstructure and substructure will be removed and replaced with a new prestressed concrete spread box beam superstructure with a composite concrete deck supported by cast-in-place integral abutments founded on steel piles. Approach guide rail will be installed, and approach roadwork will be conducted. Stone filling will also be installed at the abutments for scour protection. A certified check or bank draft, payable to the order of the Luzerne County or a satisfactory Bid Bond executed by the Bidder and acceptable surety in the amount of 10% of the Total Bid shall be submitted with each bid. THE SUCCESSFUL BIDDER will be required to furnish and pay for satisfactory Performance and Payment Bonds, each in the amount of one hundred percent (100%) of the Contract Price with a corporate surety approved by the Owner. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin, or handicap. The SUCCESSFUL BIDDER will be required to furnish and pay for satisfactory Performance and Payment Bond, each in the amount of 100 percent of the Contract Price with a corporate surety approved by the Owner. PA Prevailing wages apply to this contract. The Contractor and any subconsultants must be PennDOT prequalified to complete the work under this contract. This bid is for a public works contract and bidder is therefore subject to the provisions, duties, obligations and penalties of the Public Works Employment Verification Act, 43 P.S. 167.1-167.11. All submitted bids shall be accompanied with the Public Works Employment Verification Form. Bid may be held by the Owner for a period not to exceed 60 days from the date of opening bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract. However, the award of the contracts may be delayed by required approval of another government agency or closing on the project funding loans. Owner shall reject all bids or award to the lowest responsive and responsible bidder within 120 days of the bid opening. The Owner reserves the right to waive any informality or to reject any or all items or portions thereof or to waive any technicalities and informalities in the bid for the best interest of the Owner.
