Requests for interpretation/clarification of the RFP document must be made in writing and submitted to the Mr. Matthew Pleasants by email matthew.pleasants.pln@colvilletribes.com, or by mail to PO Box 155, Nespelem, WA 99155. Unauthorized contact with other tribal employees regarding this RFP may result in disqualification. All oral communications will be considered unofficial and nonbinding on the Colville Tribes. Allow seven (7) days for processing written questions received. All questions must be submitted no later than ten (10) days from the RFP Closing Date. The Confederated Tribes of the Colville Reservation (Colville Tribes) Comprehensive Planning Department is seeking certified consultants to fully develop Master Planning Documentsfor Colville Indian Reservation Districts (Nespelem, Omak, Keller, and Inchelium). The Plan will provide three foundational elements for development of a business and industrial park on the property: Economic analysis of the local and regional market to identify potential demand, comparative advantages and disadvantages of the site, and target businesses that are likely to be attracted to the business and industrial park, physical plan for development of the property, and business plan for constructing, marketing, and managing the business and/or industrial park. The Planning Department intends to select a consultant with specific qualifications and has understanding of tribal law and regulations as a sovereign entity. The Colville Tribes reserves the right to reject any or all proposals, to waive any minor informalities or irregularities contained in any proposal, and to accept any proposal deemed to be in the best interest of the Colville Tribes As of March 12, 2024, no design firm have been awarded for this solicitation.
