Reference number : 1593351 Deadline for receipt of complaints: 2022-04-21 Submission sent electronically accepted: Yes, in a single submission document Expected duration of the contract without the options (in months): 2 Estimated value: $733,600 to $6,056,099 University of Quebec in Montreal hereinafter named the Owner, having its head office at 1430, rue Saint-Denis, H2X 3J8, Montreal, Quebec, is requesting tenders for the renovation work as part of the P2006QQ project at the Center Pierre-Péladeau, located at 300 Boulevard De Maisonneuve East in Montreal (Pavilion Q). See Article 1 of Annex R and the Summary of Works present in the Additional General Conditions for the description of the works. Refer to the plans and specifications of the Professionals for the complete description of the work. The dates for carrying out the work are from June 20 to July 31, 2022 and from August 7 to September 22, 2022. These periods are constrained by the calendar of events at the Center Pierre-Péladeau. From August 1 to 6, 2022 inclusively, the Center must be functional for holding events and shows in front of the public. Without being limited to this, the Pierre-Mercure room, the hall, the toilets and the accesses must be able to accommodate the public and serve the production. The Center must be operational again for a major event scheduled for September 23, 2022. See Article 6 of the Contract. The Contract also includes the recovery of certain existing equipment and its reinstallation. The Contractor must consider that the users and occupants of the building will continue their activities during the work. The Contractor shall act in such a way as to minimize inconvenience to users and personnel. Similarly, the outdoor courtyard, parking, access, etc., will also continue to be used throughout the duration of the work. The Contractor shall ensure that users will have access to premises and facilities in a safe, healthy and seamless climate. This includes all development work, all demolition, protection, leveling and other work necessary for the complete completion of the Work and all related work such as: development and cleaning of the site, temporary protective work, repairs and modifications to existing interior fittings. All jointing, repair and drilling work required for the work herein is included. Concerning the following work, detailed in the plans and in the various sections of the mechanical specifications, the associated subcontractors must submit their prices individually to the Contractor. The sections of work concerned below must therefore each have a separate subcontractor: Works concerned: 1- Testing, adjustment and balancing of ventilation-air conditioning, plumbing and heating-cooling systems and networks. Refer to the mechanical specifications for acceptable subcontractors for this discipline; 2- Insulation work on ventilation-air conditioning, plumbing and heating-cooling systems and networks; 3- Plumbing, natural gas and heating-cooling work; 4- Ventilation-air conditioning and refrigeration works; 5- Fire protection works; 6- Automatic regulation works. The Contractor will be fully responsible for controlling access to the premises and the site. In situations where the Contractor must carry out work elsewhere in the building or in cases where he must cut electromechanical services, he will do so outside normal hours of occupation by users, according to the authorizations of the Owner. The Contractor will be fully responsible for security and temporary protection at the site. The Owner reserves the right not to consider a request for clarification made by a potential bidder if this request is sent to him less than 3 working days before the deadline date and time set for the receipt of bids. Any person or company having obtained the Tender Documents and who does not submit a bid undertakes to complete the "Non-Participation Questionnaire" form included in the Tender Documents at annex U and send it to UQAM for the attention of Ramona Szanto at 400 rue Ste-Catherine Est, Room A-R848, Montreal (Quebec), H2L 2C5 or by email at szanto.ramona@uqam.ca. Bids must be accompanied by a bid bond issued by a Financial Institution, as defined in section 12 of the Regulation respecting construction contracts of public bodies (CQLR, c. C-65.1, r.3) and established at 10% of the value of the Bid valid for a period of forty-five (45) days from the opening date of the Bids. In order to restrict travel, ensure social distancing and limit the exchange of material, UQAM strongly suggests that Bidders submit a Bid electronically . Filing a paper bid is more risky from a virus-spreading perspective. The Bidder must also provide for delivery times by post or by courier which are higher than in normal times. It is his responsibility to take the necessary precautions to respect the date and time limit for submitting a bid. Paper submissions must be submitted in sealed envelopes identifying the name of the Project. Only contractors having an establishment in Quebec where they carry out their activities on a permanent basis, clearly identified with their name and accessible during normal business hours or, when an Intergovernmental Agreement is applicable, in Quebec or in a province or territory targeted for this agreement and holding the license required under the Building Act (CQLR, chapter B-1.1) Bidders are responsible for the choice of Subcontractors and Suppliers, both for their solvency and for the content of their bid, and must inform them of the conditions they intend to impose on them and ensure that they hold the required permits and licenses. . The Owner does not undertake to accept any Submissions received. Performance bond and materials and services of each corresponding 50% is required. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
