Barnstable County invites sealed bids for Barnstable County Fire & Rescue Training Academy - Site Capping and Select Demolition Project per Bid No.7921. This project is to be funded in part by the Massachusetts Clean Water Trust (the Trust). The Term of the Agreement for this project shall be 120 consecutive calendar days from the date stipulated in the Notice to Proceed to commence the Work. The County of Barnstable reserves the right to accept or reject any or all bids, to waive any informality contained therein, and to award the contract as decided to be in the best interest of the County. This Section specifies requirements for the preparation and implementation of a Health and Safety Plan by the Contractor for the protection of all site personnel of the Contractor and his/her subcontractors working with or exposed to oil and/or hazardous materials (OHM) or contaminated site conditions. Such Plan shall also provide for project-related health and safety of site visitors and County personnel, including personnel operating or visiting the Barnstable County Fire and Rescue Training Academy (FTA), and shall include provisions to prevent the on-site and off-site migration of contaminated materials and dust. The Plan provisions related to preventing the on-site and off-site migration of contaminated materials and dust shall be coordinated and compatible with the required plans required under Sections 01170, 02221 and 02280. **As of 6/28/2021 Project was awarded to Lawrence-Lynch Corp. award amount $977,926.19. 120 consecutive calendar days from the date stipulated in the Notice to Proceed to commence the Work. The site is a Disposal Site as defined by 310 CMR 40.0006 and is listed with the Massachusetts Department of Environmental Protection (DEP) under release tracking number (RTN) 4-26179. The MCP release site includes the entire FTA property. Per- and polyfluoroalkyl substances (PFAS) and Total Petroleum Hydrocarbons (TPH) have been detected throughout the site's subsurface (soil and groundwater) at concentrations exceeding applicable MCP Method 1 risk standards. In addition, qualitative results showing the presence of PFAS were reported in a limited number of building materials and concrete samples collected from both the 1960s and 1997 former live fire training buildings that are to be demolished under this contract. The Work is to be conducted in accordance with the U.S. Occupational Safety & Health Administration (OSHA) Standards, including but not limited to Title 29 of the Code of Federal Regulations ( 29 CFR) Part 1910 and Part 1926. The work requires handling of soil and groundwater that may contain oil and/or hazardous material (OHM) and/or potentially hazardous substances. Workers that may come in contact with potentially contaminated soil and/or groundwater shall be trained and certified in "Hazardous Waste Operations and Emergency Response" in accordance with the latest requirements of 29 CFR 1910.120. The contaminants identified to date at the project site include those associated with historic firefighting training operations at the site, including training operations that used per and polyfluoroalkyl substances (PFAS). See Section 103. Prior to beginning work involving soil or groundwater potentially contaminated from a release of OHM (as defined in 310 CMR 40.0000), the Contractor shall develop a site-specific Health and Safety Plan prepared by a Certified Industrial Hygienist or qualified environmental professional and approved in writing by a Certified Industrial Hygienist. The Health and Safety Plan shall be consistent with all applicable Federal and State regulations including, but not limited to, all applicable requirements of the Massachusetts Contingency Plan, particularly 310 CMR 40.0018, and all applicable OSHA Standards.
