Anticipated start date is after last District’s football game. Proposals shall be submitted in duplicate only upon the blank proposal forms provided with the specifications and must be accompanied by Proposal Security in the form of Certified Check or acceptable Bid Bond in the amount equal to at least five percent (5%) of the Base Bid: such security to be forfeited as liquidated damages, not penalty, by any bidder who fails to carry out the terms of the proposal, execute a contract and post Performance and Payment Bonds in the form and amount within the time specified. The Bid Bond, if used, shall be payable to the Owner. Bid proposals must be received on or before the scheduled time for opening of bids and no bid may be withdrawn after the declared closing time for the receipt of bids for a period of forty-five (45) days. All bids submitted in excess of $50,000 by a prime or Subcontractor to do any erection, building, construction, repair, maintenance, or related work must comply with the Mississippi Contractors Act of 1985, by securing a Certificate of Responsibility from the State Board of Contractors. Work also includes basic erosion control items and bringing in borrow material to account for high track elevation and establishing grass in these areas. This item shall consist of installing an acceptable erosion control matt. Furnishing and placing the matt on prepared areas, pinning in accordance with these SPECIFICATIONS and MANUFACTURES RECOMMENDATION at the locations shown on the PLANS or as indicated in the SPECIFICATIONS by the ENGINEER. This item shall include the provision of all labor, materials, equipment, supplies and incidentals necessary to accomplish the erosion control activities specified herein.
