Site work for a civil project in Jamestown, Rhode Island. Completed plans call for site work for a bridge / tunnel; road / highway; and water / sewer project.

The Rhode Island Turnpike and Bridge Authority (RITBA) is seeking proposals from qualified consulting firms with capabilities to perform conceptual development, design engineering, bid phase, construction phase, and environmental services to develop design drawings, specifications, construction cost estimates, perform general administration and produce final bid documents associated with a new Automated Electronic Tolling (AET) System for Claiborne Pell Bridge. The current tolling system is a hybrid of Open Road Tolling (ORT) and manual toll collections by cash and credit card. The purpose of this project is to permanently convert the system to full AET. The project Scope of Services may consist of but is not limited to the design and construction phase services for the following project elements: Implementing interim ORT setups through existing toll plaza during the design and construction phases of this project Demolition of abandoned infrastructure and restoration to undetermined site conditions Full depth reconstruction of portions of Route 138 and associated ramps Constructing new portions of Route 138 and associated ramps on new alignments Construction of new AET structures, associated technology components, and incorporation of new system into RITBA's tolling operations in cooperation with an integrator specified by RITBA, and who shall be contracted with as a subconsultant New roadway lighting, signs and associated electrical systems Drainage system improvements New roadway markings Intelligent Transportation System (ITS) coordination and improvements as necessary Geotechnical and borings services and investigations Environmental controls, support, and permitting, including best management practices for low impact design on an active roadway and appropriate NEPA documentation Cultural services; and Other related elements to support above scope items. RITBA reserves the right to, virtually, interview some, all or none of the firms responding to this RFP based solely on its judgment as to the firm(s) proposals and capabilities. RITBA reserves the right to select firms directly from the proposals received without the use of an interview process. RITBA reserves the right to request and consider additional information from submitters, and to reject any submittals on any basis without disclosing the reason. No firm may withdraw their submittal for at least one-hundred twenty (120) days after the time and date set for submission. RITBA reserves the right to waive any irregularities and technical defects. RITBA reserves the right to modify, amend or waive any provision of this RFP, prior to the issuance of an award for these services. Questions concerning this RFP should be directed, via email to procurement@ritba.org no later than 2:00pm April 28, 2021 EDT. RITBA will respond to all relevant questions no later than end of day EDT April 30, 2021.
