The Winston County Commission is now soliciting Statements of Qualifications from qualified organizations to provide professional architectural services to assist the county with its Hazard Mitigation Grant Program, specifically the installation of a community safe room. A detailed description of the project can be found in the project application and will be provided upon request to interested firms. Services to be provided by the architectural firm include preparation of bid specifications for a prefabricated community safe room which meets FEMA 361 requirements, review of contractors' proposals, and peer review (design, inspection during construction and final inspection). Factors to be considered in the award of these professional architectural services include: 1) Proximity of firm to project area (5 points); 2) Qualifications of key personnel to be assigned to project (5 points); 3) Availability of key personnel - timeliness, mobility, current workload (5 points); 4) Understanding to the project and proposed improvements (5 points); 5) Past experience with similar projects (5 points); and 6) References (5 points). Organizations wishing to be considered for this procurement should submit a Statement of Qualifications covering all above factors. In the event of a tie, an oral presentation will determine the most qualified firm. Fee to be negotiated with organization selected based upon qualifications.
