To Professional Planning Consultants: The City of Deshler, Nebraska, located in Thayer County, has received an award of Community Development Block Grant (CDBG) funds from the Nebraska Department of Economic Development (NDED) to complete a Downtown Master Plan. A total of $30,000 in CDBG and local funds are com-mitted to planning activities. The resulting plan will be used by the city to apply for additional rounds of CDBG funding for implementation. The City is requesting proposals from qualified firms or individual(s) with special expertise in the area of downtown planning to provide a comprehensive framework for prioritizing known issues within the Downtown including: - Infrastructure: water mains/outlets, streets and curbs/gutters, drainage, utilities - Pedestrian Safety: ADA access, deteriorated sidewalks, lighting - Appearance: facade improvements, code compliance, addressing vacant properties The successful candidate will coordinate with the City to encourage strong public participation from residents, local businesses, and community members, and will provide to the City in a timely fashion all schedules, drafts and documents and other materials necessary for finalization and adoption by council. Planning activities are expected to proceed to completion within six months of contract signature. Qualified firms responding to this proposal will assist in all services needed for a completed project. The bid should include all expenses associated with the process, including transportation expense of the candidate, documents, mapping, electronic services, postage, and fees. Any interested firms should submit, in writing, their statement of qualifications and should, at a minimum, address the following factors: 1. Qualifications and specialized experience or technical expertise of the firm and its personnel in connection with the services to be provided. 2. Familiarity of the firm with the type of problems applicable to downtown planning including knowledge of, and experience with, CDBG Projects and record of past performance on previous contracts for similar projects; including quality of work, timeliness and cost control. Include examples of past projects and references as well as knowledge of the proposed project. 3. Past record of performance on contracts with the municipality or other clients including quality of work, timeliness, and cost control 4.Capacity of the firm to perform the work within time limitations, taking into consideration the cur-rent and planned workload of the firm 5. Review of the firm's existing or proposed staffing load to allow for adequate assistance during the planning period. In order to prepare a strong application, planning activities should be complete and available to the city within a reasonable timeframe. 6. Knowledge of, and experience with, federally-funded programs and record of past performance on previous contracts for similar projects; including quality of work, timeliness and cost control. May include examples of past projects and references as well as knowledge of the proposed project. 7. Discuss project approach in working with the City and provide an outline of the proposed Scope of Work/Strategy/Work plan for a complete project within the proposed timeframe 8.
