The successful Bidders shall furnish all labor, materials, equipment, and services necessary for, and incidental to, performing the work specified in the enclosed Technical Specifications and Drawings for the construction project 2023-25, Athletic Field and Track Improvements at Smithsburg High School, 66 N. Main St., Smithsburg MD 21783 (Stadium located at 12543 Bradbury Ave, Smithsburg MD 21783). The construction contract will be awarded to the lowest responsible bidder with consideration given to quantities involved; time required for delivery; the purpose for which required; the competency and responsibility of the bidder; the ability of the bidder to perform satisfactory service; and the plan for utilization of minority contractors.
