Firms interested in bidding on the construction of the Wastewater Treatment Facility Enhanced Nitrogen Removal Upgrade project are invited to submit a Statement of Qualifications (SOQ) to the Town of Oak Bluffs, Massachusetts. This Reissue Request for Qualifications (RFQ) procurement is conducted pursuant to M.G.L. Chapter 149, Section 44 D1/2 and 44 D3/4. This RFQ is the first phase of a two-phase procurement process as set forth in M.G.L. Chapter 149. A Prequalification Committee has been established and is prequalifying firms interested in bidding on the construction of the wastewater treatment facility improvements project through this RFQ process. The PREQUALIFICATION COMMITTEE will evaluate submitted SOQs based upon the identified evaluation criteria and will select those respondents it deems qualified. Only those respondents deemed qualified will be invited to bid in response to a detailed set of plans and specifications which will be issued in the second phase of the procurement process. The Town expects the bidding to be initiated on or about March 30, 2023. Estimated Total Construction Cost: $21,000,000 Painting $50,000 Flooring $40,000 Waterproofing, Dampproofing and Caulking $30,000 Misc and Ornamental Iron $ 85,000 Roofing and Flashing $260,000 Estimated Construction Duration: 33 months The project involves renovations and improvements to an existing 0.3 MGD wastewater treatment facility located at 11 Pennsylvania Ave, Oak Bluffs, MA. The project will replace an existing SBR process with an MBR process. Ancillary equipment replacement and process upgrades will be performed including headworks screens, UV disinfection, pumps, blowers, modification to existing process tanks, sludge processing equipment installation, electrical and control system upgrades, and architectural renovations to the existing Operations and Filter Buildings. The project will be subject to the minimum wage rates set under the Massachusetts Prevailing Wage Laws and Davis Bacon Wage Laws. It is anticipated that the contract will be awarded by June 1, 2023. Interested firms must submit an SOQ by the deadline set for submission. Only those firms determined to be qualified by the Prequalification Committee will be invited and permitted to submit a bid on the project. Firms that are not selected as qualified by the Prequalification Committee and firms that do not participate in the RFQ phase will be precluded from bidding on the project. All further required public notice information regarding the Project, including the prequalification evaluation criteria and the selection process, is included in the RFQ which shall be available to interested General Contractors and Subcontractors upon request as outlined above.
