EST This project is part of DeKalb Countys Capital Improvements Program to purchase, construct, enhance and/or replace the Countys physical water and sewer assets and infrastructure, and to assure continued and future reliable service delivery to its customers. The current CIP program was approved and developed in 2010 (CIP 2010) and commenced in 2011 with a budget of $1.345 billion. DWM is currently about 75% through CIP 2010. DWM is in the process of developing a new CIP covering the period 2021 through 2030 (CIP 2021), with a proposed budget of $2.4 billion. Currently, the Department of Watershed Management (DWM) provides water service to residential and commercial properties located along E. College Ave and Hillyer Street, down Brown Place, along Craigie Ave, Forest Blvd, North Carter Ave to Russell Drive. The water main route is east on E College Ave briefly before crossing under E College Ave and turning southeast along Brown Place to Craigie Ave. From there, the water main will route along Craigie Ave and Craigie Ave W to Forest Blvd. It will continue south on Forest Blvd, turning west and southwest along N Carter Road before turning east briefly at Chester Way. At Russell Drive it will continue south to South Columbia Drive where it will end. The proposed water main will be constructed through a primarily residential area. Most of the pipes in this area have reached or exceeded their expected useful life and/or have had multiple failures and service interruptions. Construction Drawings.
