As of June 22, 2023, the project has not been awarded as bids remain unopened. A timeline for award has not been confirmed. The City of Garland is accepting sealed bids for the construction of Bisby Transmission Trail. The project construction includes 1.01 Miles of 10' Wide, 8" thick Concrete Trail and On-Street Bicycle Facilities along the Garland Power and Light (GP&L) and North Texas Municipal Water District (NTMWD) utility corridor between Jupiter Road and Apollo Road. The improvements also include two (02) roadway crossings, one (01) low-water crossing, and four (04) dedicated amenity areas within the City . Responses must be received by the due date and time established in this solicitation. If a response is received after this published date and time, it is considered a late response. Late responses will not be opened and the respondent will be notified that the response was rejected because it was not timely received. The City will either return the unopened response to the respondent at the respondent's expense or dispose of the response. A respondent may withdraw its response at any time prior to the closing date and time for the solicitation. The respondent's request to withdraw its response must be made in writing on company letterhead Any questions pertaining to this request must be submitted through online no later than 12/12/2022 at 12:00PM. The City is not obligated to and may at its own discretion choose not to accept or answer questions received after that date. A copy of the prospective vendors Bid Bond in the amount not less than five percent (5%) of the maximum bid price payable with recourse to the City of Garland, from a reliable surety company as a guarantee that the bidder will enter into a contract and execute the Performance Bond, Payment Bond and Maintenance Bond within ten (10) days after notice of award of contract, should be uploaded with this bid. o Payment & Performance Bond Requirements A Payment and Performance Bond is being requested for this project. Sec. 2253.021.(1) & (2) of the Local Government Code states that all public works contract in excess of $50,000.00 require a Payment Bond and all public works contracts above $100,000.00 require a Performance Bond. Payment and Performance bonding will be for 100% of the total awarded contract. o Maintenance Bond A Maintenance Bond is being requested for this project. This ensures the Contractor will maintain and keep in good repair all work to be performed and done under the Contract for a period of two (2) years from the date of acceptance of the completed work by the City. Maintenance Bonding will be for ten percent (10%) of the total awarded contract.
