The upgrade types generally consist of a traffic management center communications equipment rack system, software upgrades, CCTV equipment, advanced traffic control cabinet components, etc. Installation of fiber optic cabling, servers and system upgrade equipment will be performed by city staff. The City intends to award a contract to the lowest responsible and responsive bidder for each equipment Group identified in the specifications. At the City's sole discretion, the City may reject any or all bids in whole or in part if such action is determined to be in the City's best interest. The City reserves the right to enter into any contract deemed to be in its best interest, including the award of this contract to more than one Bidder. Bidders may submit bids on all seven groups of materials, or any portion thereof they choose. Likewise, the City (or Owner) may choose to award groups to one or multiple Bidders. This project shall be procured in accordance with: AASHTO (American Association of State Highway and Transportation Officials) A Policy on Geometric Design of Highways and Streets, dated 2011, the Virginia Department of Transportation (VDOT) Road and Bridge (R&B) Specifications, dated 2020; and VDOT R&B Standards, dated 2016 Rev. September 2018; the Virginia Work Area Protection Manual, 2011 Edition Rev. April 1, 2015; the 2009 edition of the MUTCD; 2011 Virginia Supplement to the MUTCD with Revision Number 1, and the Supplemental Specifications, Special Provisions and Special Provision Copied Notes in this contract and all Local, State and Federal procurement laws and regulations. In accordance with the Code of Virginia 2.2-4336, a Bid Security in the amount of five percent (5%) of the Bid shall be submitted with each Bid. This project is federally funded with a DBE goal of zero percent (0%), MBE goal set at 0.00%, and the WBE goal set at 0.00%. Negotiation with contractors, during the period following the opening of bids and before the award of the contract shall not be permitted. Withdrawal of Bids due to error shall be subject to and in accordance with Section 2.2-4330 of the Code of Virginia and the Contract Documents. The Owner reserves the right to reject any and all Bids and to waive any minor non-substantive errors in the Bid.
