Site work for a power facility in Foster, Rhode Island. Conceptual plans call for site work for a power facility.

Per the owner, as of March 30, 2022, this solicitation has not been awarded and a construction date has not been set. Owner states that they are anticipating an early summer start. Closed solicitation has been included below for reference. ……………….. The Town of Foster ("Town") is requesting proposals to install a ground mounted solar system at town owned land (Former NIKE PR-79 Control Area). Please see attached PDF with details of the site. The site is a former US Army NIKE PR-79 Control Area (Site) is an approximately 8-acre parcel of land located near the top of Oak Hill off of Route 101 at the end of Theodore Foster Drive in Foster, Rhode Island. The Site formerly consisted of six buildings, three radars and support facilities enclosed by a 6-foot high chain link fence around the entire property. The three main buildings were the former Administrative Building, the former Barracks, and the former Mess Hall. At present, only the former Mess Hall building exists and is used by the Town for the Special Education administration office. The eastern wing of the property is currently unoccupied and covered in trees and other vegetation. The selected developer would own and maintain (including warranties, vegetative management plans, fencing) the solar system and enter into a 20-to-25-year land lease agreement with the Town. The selected developer would be expected to develop a solar project at the town owned land within three (3) years of executing a contract agreement with the Town and participate in either the Renewable Energy Growth ("REG") Program or the Virtual Net Metering ("VNM") Program as an eligible off taker with the solar system. Trichloroethylene (TCE), a volatile organic compound (VOC) and a US Environmental Protection Agency (USEPA) regulated compound were known to be used at both NIKE Control and Launcher sites as a cleaning and degreasing agent. TCE and other VOCs are often found in the environment at old military installations through spills, operation use and outdated disposal practices. At this time there are no known contaminants within the soil of the site, per the Army Corps of Engineers (ACOE). TCE that has been detected within surrounding residential wells, including the well on site which currently serves the educational building. The ACOE has performed routine drilling and tests to monitor the site contamination, both on site and off site, and will continue to do so. Per the ACOE, if any contaminant or pollutant is discovered on the site that is the direct result of the Department of Defense, then the ACOE will take corrective measures. Questions on the RFP shall be submitted to the Town Planner, Michael Antonellis . Questions are due no later than Thursday, May 10th by 1:00pm.
