Site work for a water / sewer project in Ball Ground, Georgia. Completed plans call for site work for a water / sewer project.

The approximate extent and character of the Work is generally described as follows: The project generally consists of the furnishing of the labor, materials, and equipment for the demolition of the existing tube settlers, support structures, troughs, baffles, fasteners, and appurtenances in Sedimentation Basins 9-16, and the construction of a new plate settler system of equal treatment capacity of 2.5 MGD per basin for Sedimentation Basins 9-16. The project site is the Etowah River Water Treatment Plant located at 583 Cokers Chapel Road, Ball Ground, GA 30107 in Cherokee County. Bidders shall inform themselves concerning Georgia Laws and comply with same. Each Bid must be accompanied by a Bid Bond with good and sufficient surety or sureties approved by the OWNER for faithful acceptance of the contract, payable to, in favor of, and for the protection of the OWNER, Cherokee County Water and Sewerage Authority, in an amount equivalent to five percent (5%) of the total amount payable by the terms of the contract or, in lieu thereof, a certified check or cashier's check. Each Bid must also be accompanied by a notarized non-collusion affidavit for the bidder. Out-of-state corporations and other entities must submit evidence of authority to conduct business in Georgia as an out-of-state entity. Each Bidder must be a State of Georgia licensed Utility Contractor at the time of the Bid. The successful Bidder must employ and assign to the Project supervisory personnel trained and state certified at Level 1A - Fundamentals of the Georgia Erosion and Sediment Control training program. The OWNER will in no way be liable for any costs incurred by any Bidder in the preparation of its Bid in response to this Invitation to Bid. The OWNER may make such investigations as it deems necessary to determine the ability of the Bidder to perform the work and the Bidder shall furnish to the OWNER all such information and data for this purpose as the OWNER may request, including information on subcontractors that are intended to perform work on the project. By submission of his bid the Bidder acknowledges the right of the OWNER to make such investigations, to contact references and utilize this information as a basis of determining award of the contract. The OWNER reserves the right to reject any Bid if the evidence submitted by, or investigation of, such bidder fails to satisfy the OWNER that such Bidder is properly qualified to carry out the obligations of the contract and to complete the work contemplated therein. The Bidder must demonstrate the satisfactory completion of a minimum of three (3) water treatment plant projects constructed within the previous ten (10) years. (The Bidder may list more than the minimum number of projects to demonstrate required experience.) Key Personnel - The Bidder must demonstrate that the proposed Project Manager, Project Superintendent and Project Specialist shall meet the following criteria: Proposed Project Manager or proposed Project Superintendent or proposed Project Specialist shall have been involved in at least one of the listed projects described above. Proposed Project Manager or proposed Project Superintendent or proposed Project Specialist shall have been involved in at least two projects involving water treatment plant construction. The Bidder must demonstrate that any proposed specialty subcontractor, if used for plate settler system construction, will meet the same criteria described above. Adequate demonstration of the above listed project qualifications for the Bidder and specialty subcontractor, if required, shall be provided at the time of bid on the Statement of Bidders Qualifications form contained in these Specifications with accompanying company resumes, marketing brochures and individual project descriptions as required. Current reference names and contact telephone numbers shall be provided at the time of bid for the listed projects. Adequate demonstration of the qualification of the proposed Project Manager, Project Superintendent and Project Specialist shall be provided at the time of bid in the form of personnel resumes. The Bidder shall, as a part of its Bid, submit a list of similar projects it has successfully completed with a contact reference for each project. The contact reference shall be a current employee of the OWNER OF THAT PROJECT. The Bidder shall also provide, for the projects mentioned above and the proposed project superintendent, any history of litigation, arbitration, or other related mediation actions. All project experience information shall be required to be provided under oath. The time allowed for Substantial Completion is 461 consecutive calendar days, and the time allowed for final completion and readiness for final payment is 491 consecutive calendar days from Notice to Proceed. All bids must be made out on the bid form to be obtained from the ENGINEER with the contract documents, in accordance with the Instructions to Bidders. No interlineations, additions or deletions shall be made in the bid form by the Bidder. All Bids will remain subject to acceptance for sixty days after the day of the Bid opening, but OWNER may, in its sole discretion, release any Bid and return the Bid security prior to that date. The Owner reserves the right to reject any or all Bids, to waive informalities, and re-advertise.
