The Work consists of constructing an asphalt and stamped concrete path on top of the Mississippi River levee top and associated access ramps. Except as required by law, bids, amendments to bids, or requests for withdrawal of bids received after the time specified for bid opening shall not be considered for any cause whatsoever. Bids shall be submitted on paper bid forms, two copies, placed in a sealed opaque envelope and endorsed Plaquemine Riverfront Recreational Trail Improvements phase One, City of Plaquemine along with Contractors license number as required by L.R.S. 37:2151 through L.R.S. 37:2165. Any bid with no license number will not be accepted. Bid form blanks must be duly filled in by the Bidder. Bidders are cautioned not to attach any conditions or provisions to their proposals. Any foreign conditions will render the proposal invalid and may cause its rejection. Bids shall be firm for a period of forty-five (45) days from the date of the opening of bids and no bid shall be withdrawn for any reason during this period of time except as allowed per R.S.38:2214.C. All Contractors bidding on this work shall comply with all provisions of the State Licensing Law for Contractors, LSA R.S. 37:2150-2163, as amended, for all public contracts. It shall also be the responsibility of the General Contractor to assure that all subcontractors comply with this law. If required for bidding, Contractors must be licensed in the proper category of work. The Owner reserves the right to reject any and all bids for just cause as permitted by LA. R.S. 38:2214 (B). The ability of an entity to reject any bid is applicable only when administered in accordance with the Public Bid Law. In accordance with LA. R.S. 38:2212 (B) (1), the provisions and requirements of this section, and those stated in the Bidding Documents shall not be waived by any public entity.
