TOWNSHIP OF WEST ORANGE ESSEX COUNTY, NEW JERSEY WATCHUNG AVENUE IMPROVEMENTS PROJECT NOTICE TO BIDDERS NOTICE is hereby given that sealed bids for WATCHUNG AVENUE IMPROVEMENTS PROJECT in the Township of West Orange, Essex County, New Jersey will be received at the Township of West Orange, in the outdoor covered parking area beneath the West Orange Public Library, 46 Mt. Pleasant Avenue, West Orange, New Jersey which is located immediately behind the West Orange Municipal Building, 66 Main Street, West Orange, New Jersey on Tuesday, May 4, 2021 at 11:00 AM local prevailing time. Sealed bids may also be delivered to Acting Township Purchasing Agent, c/o the Office of the Municipal Engineer, Public Works Building, 25 Lakeside Avenue, West Orange, New Jersey provided the bid is received prior to the day, date and time listed above. The work generally consists of approximately 6,500 square yards of milling, 850 tons of surface course, 600 linear feet of curb, 325 square yards of concrete sidewalk, and 4 units of speed tables; all in accordance with the form of proposal, contract and specifications prepared by Greenman-Pedersen, Inc., Consulting Engineers - Surveyors - Planners - Landscape Architects, 301 Gibraltar Drive, Suite 2A, Morris Plains, New Jersey. Copies of the Plans and Specifications and other proposed Contract Documents are on file and open to public inspection at the office of the Township Engineer, Department of Public Works, 25 Lakeside Avenue, West Orange, New Jersey, and may be examined and obtained by properly qualified Contractors at this address on and after Thursday, April 22, 2021 between the hours of 8:30 a.m. and 4:30 p.m., Monday through Friday, excluding legal holidays, upon a non-refundable payment of $50.00. An additional $10.00 non-refundable fee will be required in advance for all prospective Bidders requesting that the bidding documents be mailed. There is no additional charge should a prospective Bidder request the documents be forwarded by FedEx (using the Bidder's own account number). All bidders are required to register in the System for Award Management (SAM), which will provide a cage code number. A Dun & Bradstreet (DUNS) number will be required to be able to register in SAM. Be advised the registration process can take up to four (4) weeks. You may register for these numbers at the following web addressed: https://www.dnb.com/duns-number.html & https://sam.gov/SAM/. Where specified in the bid documents, the DUNS number, SAM number and cage code number shall be provided. Bidders are notified that they must comply with the Davis-Bacon wage rates and reporting's and the New Jersey Prevailing Wage Act (Chapter 150 of the Laws of 1963, as amended) and that award will not be made to any bidder whom the Commissioner of Labor and Industry does not certify. Where a discrepancy exists between the Davis-Bacon wage rates and New Jersey Prevailing Wage Rate the contractor shall pay the greater of the two. Bids shall be submitted on the forms provided, in the manner designated therein and required by the Specifications. They must be enclosed in sealed envelopes, bearing the name and address of the bidder and the name of the project on the outside, addressed to the Township Clerk, Township of West Orange, Essex County, New Jersey, and must be accompanied by a certified check, cashier's check, or bid bond in the form provided of not less than 10% of the amount of bid. Said check or bid bond may not be less than $500 nor shall it be more than $20,000 and must be accompanied by a Consent of Surety statement in the form provided from a Surety Company stating that the Surety Company will provide the bidder with a bond for 100% of the Contract amount in the event that the Contract is awarded to the bidder. A Non-Collusion Affidavit and a Record of Recent Contract Awards must also accompany the proposal on the forms provided. PROPOSAL FORMS SHALL NOT BE REMOVED FROM THE FORM OF PROPOSAL. PROPOSALS MUST BE MADE UPON THE BLANK FORMS PROVIDED AND SUBMITTED IN THE BOUND BOOK, WHICH SHALL BE LEFT WHOLE AND INTACT IN EVERY RESPECT. Bidders must have at the time of bid, a Business Registration Certificate issued by the New Jersey Department of Treasury. Bidders are required to comply with the requirements of NJSA 10:5-31 et seq. and NJAC 17:27 for an affirmative action program for equal employment opportunity. If awarded a contract, your company/firm will be required to comply with the requirements of NJSA 10:5-31 et seq. and NJAC 17:27. The contract governing this work is funded by monies received by Essex County Title 1 of the Housing and Urban-Rural Recovery Act of 1983 (P.L. 98-181). Under the said Act the Davis Bacon Act is applicable to the contracted work. Accordingly, the Contractor shall abide by the provisions of the Federal Labor Standards which are included as part of the conditions of the contract. BIDS WILL BE AWARDED CONTINGENT UPON FEDERAL CLEARANCE OF THE CONTRACTOR. Bidders must also comply with the requirements of PL 1977, Chapter 33 amending the Local Public Contracts Law. Bidders must submit a statement setting forth the names and addresses of all the stockholders in the corporation or members of the partnership who own ten percent (10%) or more of its stock, or have a ten percent (10%) or greater interest in the case of partnership. No bid may be withdrawn for sixty (60) days after the opening of bids. A Contract will be awarded to the lowest responsible bidder or all proposals will be rejected within sixty (60) days after the opening of bids. ALL WORK SHALL BE COMPLETED BY JUNE 20, 2021 TO COMPLY WITH CONTRACT REQUIREMENTS OF ESSEX COUNTY, DIVISION OF HOUSING AND COMMUNITY DEVELOPMENT. The Mayor and Township Council of the Township of West Orange reserves the right to reject all bids, to reject unbalanced bids, and to waive any informality in any bid. Karen J.
