The B&F Gulf Service Station is a former retail petroleum facility located in Mt. Vernon, Kentucky. Releases of petroleum from this facility have resulted in soil, groundwater, and vapor-phase contamination at on-site and off-site locations. The Kentucky Division of Waste Management, Underground Storage Tank Branch is requesting site investigation and remedial actions at this facility. Remedial actions to be performed at the site include excavation of approximately 3,100 tons of petroleum-contaminated soil along with an open-pit application of remedial amendment. Site investigation tasks include borehole geophysical logging, bedrock monitoring well installations, and groundwater monitoring. Upon completion of the site investigation and remedial actions, the project site will be restored to its previous condition. The required deliverables include Project Work Plans and Completion Submittals. All bids shall be accompanied by a bid guarantee (in the form of a bid bond or certified check) of not less than five (5%) percent of the amount of the lump sum base bid. A 100% Performance Bond and a separate 100% Payment Bond shall be furnished by the successful bidder. All bonding and insurance requirements are contained in the Instructions to Bidders and/or General Conditions. Bonds should be executed by a surety company authorized to do business in the Commonwealth of Kentucky. The Division of Engineering and Contract Administration, Commonwealth of Kentucky, reserves the right to reject any and all bids and to waive all informalities and/or technicalities where the best interest of the Commonwealth may be served.
