Highland Park Avenue Chattanooga, TN 37404 For The Soddy Daisy Industrial Park Pump Station Controls and Force Main Upgrade (Phase 1), including the furnishing of all labor, material, equipment, tools, supervision, incidental, and any other items necessary or convenient to satisfactorily complete the construction All bidders are advised to review and pay particular attention to the special instructions attached to this Invitation to Bid regarding bid submission and bid opening due to COVID-19. PLEASE SEE ATTACHED MEMO TITLED SPECIAL INSTRUCTIONS REGARDING BID PROCESSES. Special note regarding bid submission: Due to the current pandemic and building restrictions in place, bidders are cautioned to allow additional time for delivery or guaranteed to be delivered by a specific time. All bid submissions must be received prior to the specified date/time, regardless of delivery method. Bid openings currently will not be held in-person due to safety concerns and/ or current mandates in place relative to size restrictions on group gatherings related to COVID-19. All conference call attendees will be asked to provide name, company, and phone number for each bid opening attended. To make the size of any call more manageable, ven- dors with multiple representatives are asked to call in from one (1) line only. After introductions, caller phone lines will be muted during the reading of the bids, but will be unmuted to allow questions after all bids have been read. Bids will be read aloud for any Bidder submission received prior to the listed deadline, with each bidder identified by name. Official Notification of Award, in- cluding bid tab, will be released once the Bid Submission has gone through evaluation and recommendation of award. The project entails the installation of approximately 1,200 linear feet (L.F.) of new 16-inchdiameter PVC and ductile iron force main (including a 200+/- L.F. open-cut crossing of North Chickam- auga Creek); installation of air/vacuum valve/cleanout manholes; gate valves, and other associated appurtenances. The New Force Main Segment extends from approximately 550 feet northeast of Thrasher Pike to just south of the Sod- dy-Daisy Industrial Park Pump Station located off Industrial Park Drive in Soddy-Daisy Tennessee. Copies of record Drawings are avail- able upon request. Meeting invitations are available by emailing a request ref- erencing Soddy Daisy Industrial Park Pump Station Controls and Force Main Upgrade (Phase 1) Mandatory Pre-Bid Meeting invitation request to TaylorD@ hamiltontn.gov at least twenty-four (24) hours prior to the scheduled meeting date/time. Meeting invitations are not required to participate in the Mandatory Pre-Bid Meeting. No bids will be received or accept- ed after the above specified time for the opening of Bids. Bids submitted after the designated hour will be deemed invalid and returned unopened to the bidder. Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Instructions to Bidders. All bidders must be licensed contractors as required by the Contractors Licensing Act of 1994 of the General Assembly of the State of Tennessee and all acts amendatory thereof for Municipal and Utility Construction (MU), Classification A: Underground Piping in accordance with Tennessee Code Annotated, Title 62, Chapter 6, and must be able to show proof of such license and classification. Prime bidders must have recorded attendance at the mandatory pre-bid meeting. Any bids received by prime bidders who did not attend the mandatory pre-bid meeting will not be opened. Engineer shall be provided with the following information: mailing address for U.S. Postal Service, physical delivery address, telephone number, FAX num- ber, contact person, and email address. The Contractor shall comply with all state, federal, and local laws and/or reg- ulations. The successful bidder will be required to furnish acceptable Performance and Payment bonds in the amount of one hundred percent (100%) of the contract price for each bond. The Owner reserves the right to waive any irregularity or reject any or all bids. Hamilton County Disadvantaged Business Enterprise (DBE) procedures will be part of bid evaluation. Any Bidder unfamiliar with this policy should contact the DBE Liaison at (423) 209-6146. All questions shall be submitted in writing and shall be directed to CTI Engineers, Inc. rates to be paid under the contract, Section 3, Segregated Facility, Section 109 and E.O. 11246.
