Anyone wishing to hand deliver a Bid or attend the Bid opening in person will need to call (701) 225-0241 at the entrance to the Southwest Water Authority Office Building and will be permitted access to the building. Anyone entering the building will be screened, will be escorted to the conference room to deliver the bid, attend the bid opening, and escorted out of the building after the bid opening. Masks are required. The scope of WORK generally consists of furnishing all labor and materials required to rehabilitate the coating system at the Davis Buttes Reservoir. The reservoir coating system rehabilitation shall consist of: removing the entire existing interior coating with sandblasting; applying a new interior three (3) coating system consisting of one (1) coat zinc primer and two (2) coats epoxy; power washing the tank exterior; applying a two (2) coat exterior overlay system consisting of an acrylic intermediate and polyurethane finish coat; preparing all areas of exterior corrosion or welding for coating with power tools, hand tools, or abrasive blast cleaning; providing and installing two (2) new manway gaskets for the tank hatches; replacing an estimated quantity of ten (10) tank roof I-beam rafters that are severely corroded at the unit bid price; welding, grinding, and applying sealant on areas of rough weld seams, undercuts, or crevices at the unit bid price per liner foot; and removing and replacing the existing impressed current cathodic protection system once the interior coatings system work is completed; removing and replacing the roof hatch. Each Bid must be accompanied by a separate envelope containing a copy of a current and valid North Dakota Contractor's License issued at least ten (10) days prior to Bid opening, and a Bidder's Bond in a sum equal to five percent (5%) of the full amount of the Bid, executed by the Bidder as Principal and by a Surety, conditioned that if the Principal's Bid is accepted and the Contract awarded to Principal, the Principal, within ten (10) days after notice of award, shall execute a Contract in accordance with the terms of the Bid and a Contractor's Bond as required by law and regulations and determinations of the Southwest Water Authority. Bidders shall submit proof of qualification to perform the Work as described in the Instructions to Bidders. All work to be completed as required by the Project Drawings, Specifications, and Contract Documents. The project site is identified in the Drawings. The site is located in Stark County approximately 1.5 miles northeast of the City of Dickinson, ND. The date for Substantial Completion is October 30, 2021. All Bids will be made on the basis of cash payment for such Work. The Southwest Water Authority reserves the right to award the Contract, if awarded, based on the lowest responsive Bid(s) that is in the best interest and most advantageous to the Owner, to reject any and all Bids, to consider other factors in selecting the Bid which is in the best interest of the Owner, and to waive any and all irregularities in any Bid. The Owner reserves the right to hold all Bids for a period of fifteen (15) calendar days after the date of the Bid opening to complete financial arrangements.
