Chesterfield County submits this Request for Qualifications (RFQ) to solicit Statements of Qualifications (SOQs) from those entities (Offerors) interested in contracting to serve as the Design-Builder for the Otterdale Road Drainage Improvements Project (Project). The purpose of this RFQ is to solicit information that will enable Chesterfield County to determine which Offerors: (a) are best qualified to successfully execute the design and construction of the Project; and (b) will be invited to submit Proposals in response to Chesterfield County's Request for Proposals (RFP). The Project is located in three locations along Route 667 (Otterdale Road) in Chesterfield County at the crossings of Horsepen Creek, Blackman Creek and Otterdale Branch between Woolridge Road and Genito Road. The proposed improvements include replacement of existing undersized drainage culverts and bridges with new single and multi-span bridges, improving existing horizontal curves, raising the associated road profile, improving the roadway shoulders and roadside ditches at each crossing, and drainage BMP facilities. The total combined Project length is approximately 1.0 miles. Chesterfield County's current estimate contract value for this Project is approximately $14,000,000 - $17,000,000. The estimated contract value includes the Design-Builder's costs for design, construction, Design-Build risk, Quality Control (QC), Quality Assurance (QA), and contract administration. The scope of work to be undertaken by the Design-Builder under the design-build contract for this Project will be identified in the RFP.
