This Invitation to Bid (ITB) has been issued by Little Rock Water Reclamation Authority (LRWRA) to obtain pricing and a contract for Removal and Beneficial Use of Biosolids Land Application. The vendor shall perform all work necessary for the removal and beneficial reuse of municipal sewage sludge known as "biosolids", located at the Fourche Creek Water Reclamation Facility operated by LRWRA in Pulaski County, AR. Only beneficial use of biosolids in land application methods shall be allowed. A term contract will be awarded to a single vendor. The term of this contract shall be from date of award through February 28, 2022. Upon mutual agreement by the vendor and LRWRA, the contract may be renewed by the LRWRA Procurement Department on a year-to-year basis, for up to two (2) additional one-year terms or a portion thereof. The total contract term shall not be more than three (3) years. Note: The removal and disposal of biosolids shall begin no earlier than July 1st for Bid Line-Item No.1. Written questions should be submitted by 4:00 p.m., Central Time on April 21, 2021. Submit written questions by email to the LRWRA buyer as shown on page one (1) of this solicitation. The bid shall be accompanied by a cashier's or certified check upon a national or state bank in an amount not less than five (5) percent of the total maximum bid price, payable without recourse to the Little Rock Water Reclamation Authority, or a bid bond in the same amount from a reliable surety company. This bid security shall serve as guarantee that the vendor shall provide a performance and payment bond and all other documentation as expressly required within ten (10) days after the issuance of the Notice of Intent to Award and shall execute a contract.
