Questions Due: May 14, 2021 at 4 pm Responses to Questions Posted: May 17, 2021 Selection and Notification: May 25, 2021 Contract Signed By: June 15, 2021 Substantially Complete Work By: September 30, 2021 Fully Complete Work By: November 30, 2021 The Waupaca County Planning and Zoning Office is soliciting proposals from qualified vendors with proven experience to: A. Install eleven (11) free-standing broadband towers to assist the ongoing efforts of providing broadband internet that will serve residents, businesses and governments throughout the County. Because areas of Waupaca County are currently underserved or have no internet service, Waupaca County wishes to construct vertical assets in and around Waupaca County. B. Waupaca County is looking for a qualified firm that will be able to install and facilitate the construction and installation of eleven (11) towers to the underserved rural areas of the County. C. Waupaca County has identified proposed locations of the tower installations to increase deployment of wireless services that will augment the internet deployments throughout the county. Maps showing exact locations are included with this RFP (Attachment E). A. Provide turn-key installation of broadband towers in eleven (11) locations around Waupaca County, based on provided maps in Attachment E. B. Provide the eleven (11) towers and all related items, including excavation, concrete foundations, electrical services, grading, stone & fabric, fencing, tower & site grounding. a) Three (3) towers will be 175 feet tall (3 beacon lights required) b) Six (6) towers will be 120 feet tall c) Two (2) towers will be 100 feet tall (1 beacon light required) C. Towers must include climbing apparatus and safety clips. D. Electricity for seven (7) towers will be connected to existing electric services located in buildings on tower site locations (see maps in Attachment E fordistances). Electricity for four (4) towers will be new electric service broughtto tower site locations from the right-of-way (see maps in Attachment E for distances). Electric power will consist of 2 standard 110v outlets for each of the eleven (11) towers. E. Provide one (1) year minimum warranty on all work and equipment. F. Filing and all related fees for all local, state and federal permits and other filings. This includes building permits, as well as FAA and other federal clearances/permits. G. In the case of permits and other filings that are required to be submitted by the tower owner, the contractor must prepare the filing and provide it to Waupaca County, along with instructions on how to complete the requirements and submit the filing in a timely manner. H. Contractor must conduct any required soil studies. I. All construction work associated with this project will be subject to Federal Labor Standards under the Davis-Bacon Act. It is the responsibility of the Contractor to ensure that all employees are paid according to the Davis-Bacon Act in accordance with the Wisconsin Prevailing Wage laws and regulations. Current Wisconsin prevailing wage rates associated with this project are included as Attachment F
