The estimated construction cost of the Project is $6,500,000 with approximately $3,5000,000 of that related to SCADA and OT services and equipment. The Montgomery Water Works and Sanitary Sewer Board (Board) is seeking to pre-qualify Process and Instrumentation Control Systems (PICS) Integrators interested in submitting bids as general contractor or as a PICS Integrator subcontractor for the upcoming Wastewater SCADA Upgrades (Project). Additionally, the Board may choose to update the Board's approved PICS Integrator list on subsequent construction projects based on the outcome of this selection process. The Board reserves the right to reject any pre-qualification application which, based on the Board's review, is not responsive. Pre-qualification is required and only those PICS Integrators that the Board determines have met the pre-qualification procedures and criteria will be allowed to submit a bid on this Project as a potential General Contractor or be an approved subcontractor to provide PICS integration services. Schedule A - Catoma WPCP: o Catoma WPCP (WPCP) Operational Technology (OT) hardware and software upgrades including configuration, installation, and testing of new servers, network switches, firewalls, operating system software, network and firewall management software, domain control software, antivirus, access management software, and backup software. o Human Machine Interface (HMI) upgrades at the Catoma WPCP including development of new VTScada HMI Schedule B - Remote Sites (Perry Hill Repeater): o Remote wastewater pump station SCADA improvements at sites communicating through the Perry Hill radio repeater including installation, configuration, and testing of new programmable logic controllers (PLC), operator interface terminals (OIT), radios, uninterruptable power supplies (UPS). o Upgrades to the Catoma WPCP CTU PLC. o Update of standard pump station PLC and OIT programs. Schedule C - Remote Sites (Capitol Heights Repeater): o Remote wastewater pump station SCADA improvements at sites communicating through the Capitol Heights radio repeater including installation, configuration, and testing of new programmable logic controllers (PLC), operator interface terminals (OIT), radios, uninterruptable power supplies (UPS). Schedule D - Milley's Creek WPCP : o Upgrades to the Milley's Creek SCADA PLC Network including new PLCs and networking hardware at control panels specification. o Upgrades to the Milley's Creek WPCP OT networking hardware and software, including conversion of the Milley's Creek WPCP application to VTScada. The Project consists of four separate PICS scope Schedules with individual completion dates. The project also includes separate security system schedules with individual completion dates. Detailed design information for each schedule will be included in the Project Bid Documents and released to approved integrators following the Project advertisement for bid.
