Invitation for Bid (IFB) 36C77621B0017 for the Construct Outpatient Mental Health Education Addition (Minor) Construction project at the VA Montana Healthcare System in Ft. Harrison, MT is hereby cancelled in its entirety. This cancellation is a direct result of budget funding constraints. All bids received exceeded the statutory minor limit and no award could be made. This project will now undergo some type of re-design and then be re-submitted to VHA PCAC to procure. There is no timetable for when this project will be re-solicited. In accordance with 38 U.S.C 8127 (Public Law 109-461), this project is a competitive Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. The contractor shall furnish all labor and materials and perform the work as required by the drawings and specifications for the Construct Outpatient Mental Health And Education Addition at the VA Montana Healthcare System The project location is as follows: 3687 Veterans Drive, Ft. Harrison, MT 59636 In accordance with VAAR 836.204, the magnitude of construction is between $10,000,000 and $20,000,000 The NAICS code for this project is 236220 with a size standard of $39,500,000.00 SDVOSB SET-ASIDE: This procurement is 100% set-aside for Service-Disabled Veteran-Owned Small Business concerns. Offers received from other than Service-Disabled Veteran-Owned Small Business concerns will not be considered. All Service-Disabled Veteran-Owned Small Businesses must be listed as "verified" by the VA's Center for Veterans Enterprises (CVE) (http://www.vetbiz.gov). Offerors must be verified by CVE and visible in the Vendor Information Portal (VIP) database at TIME OF SUBMISSION OF BIDS AND TIME OF AWARD. Failure to be BOTH visible and verified at the time of bid submission will result in the offeror's bid being deemed non-responsive and ineligible for award. 2.4 TECHNICAL QUESTIONS: Questions of a technical nature must be provided in writing and shall be submitted by the prospective offerors to Sharese McKinney. Questions shall be submitted only via e-mail to: sharese.mckinney@va.gov. The subject line must read: Construct Outpatient Mental Health / Education Addition - Technical Questions. Oral questions of a technical nature are not acceptable due to the possibility of misunderstanding or misinterpretation. THE CUT-OFF DATE AND TIME FOR RECEIPT OF QUESTIONS IS July 18, 2022 at 2:00 PM (ET). 2.5 AMENDMENTS: Amendments to this solicitation will be posted at Sam.gov. Paper copies of the amendments will NOT be individually mailed. No other notification of amendments will be provided. Potential offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. Failure to acknowledge an amendment may result in your bid being considered non-responsive. 2.6 PRE-BID SITE VISIT: A formal site visit has been scheduled for this project for July 11, 2022 @ 11:00 am MST. This will be the only opportunity for potential bidders to visit the site. See FAR Clause 52.236-27 (page 16) of this solicitation for further information. BID SUBMISSION: A. GENERAL: (a) Offerors shall submit their bids via email to: sharese.mckinney@va.gov (b) Only electronic bids will be accepted. No original or hard copies will be accepted. (c) An in person bid opening will not be facilitated due to the current health concerns surrounding the coronavirus. (d) Only one (1) electronic bid shall be submitted. Zero (0) copies shall be submitted. (e) The bid bond shall be submitted as part of the electronic submission. An original bid bond will be requested by the VA, from the "apparent low bidder", after the bid opening. (f) Failure to provide electronic bids at the date and time set for bid opening, may deem the bid Non-Responsive. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
