Providing Professional Services for Newark Riverfront Pedestrian and Bicycle Access Project City of Newark, NJ The City of Newark, Department of Engineering is seeking a qualified consultant to conduct a Concept Development Study for the Newark Riverfront Pedestrian and Bicycle Access project in the City of Newark, Essex County. Only Consultant firms prequalified by the NJDOT in T-1: Traffic Engineering-Level A and H-1 Highway Design-Level are eligible to submit proposals for this project. The Consultant shall be responsible for conducting a Concept Development Study for a bicycle and pedestrian mobility and safety improvements on Broad Street (MP 1.71- MP 1.83) from Rector St to Washington PI and Central Avenue ( MP 11.28-MP 11.48) from Broad St to Mulberry St. ( NJDOT Straight Line Diagrams) The CD Phase shall involve developing a well-defined and justified Purpose and Need Statement focusing on the primary transportation needs to be addressed. Other key components of CD study shall include but is not limited to community outreach, data collection, development of a reasonable number of prudent and feasible conceptual alternatives, selection of a Preliminary Preferred Alternative (PPA), determination of the NEPA (National Environmental Policy Act) classification, Preliminary Engineering (PE) Scope Statement and the Concept Development Report (CDR). All comments and [or questions regarding the RFP's should be addressed in writing (email is acceptable) no later than Thursday May 27, 2021 to howardtr@ci.newark.nj.us. Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.3, et seq., and as such, contractors are exempt from the limitations on making political contributions under that law. Further, for that reason, as well as because of a language in the New Jersey's Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by N.J.S.A. 19:44A-20.3 et seq. and 19:44A-20.25 et seq., will not adversely affect your consideration for award." The selection process will be based on the Federal Brooks Act The selected consultant will be required to comply with all applicable Federal and State regulations and contracting provisions required by the Federal and State funding authorities and the City of Newark The City of Newark reserves the right to reject any or all cost proposal to the Request for Proposal in whole or in part and to waive such informalities as may be permitted by law, and which is in the best interest of the taxpayers of the City of Newark.
