As of 2/11/2022, per the owner no bids were received and the bid is being redone. The owner hopes the project will go out for rebid in March 2022. If the Bid is sent through the mail or other delivery system, the sealed envelope shall be enclosed in a separate envelope with the notation Bid Enclosed on the face of it. Bids may be taken under advisement and the award of the contract, if awarded, will be made within sixty (60) days after the date of the opening of the Bids. The Town Council reserves the rights to formally accept a Bid and award a Contract by public announcement at a duly advertised and regular meeting of the Town Council. The Borough of Chambersburg is an Equal Opportunity Employer. Minority and women owned business and those defined as SERBs under State regulations are encouraged to submit proposals. The Town Council intends to award the contract based on both aesthetics of material and overall lowest responsible bidder, as determined by the Town Council to be in the best interest of the Borough of Chambersburg. Town Council shall not be required to choose the least expensive material, but Town Council intends to award the contact to the lowest responsible bidder for the particular material that Town Council chooses, in their own sole opinion. Town Council reserves the right to reject any or all bids; to waive any defects, errors, omissions, irregularities or informalities in a Bid or the Bid procedure; and to accept any Bid which it may deem to be for or in the best interest of the Borough of Chambersburg. A Proposal Bond in the amount of ten percent of the estimated bid price is required to be accompanied with a Bid. A Performance and Payment Bond, each in the amount of one hundred percent of the estimated contract price, shall be required from the Successful Bidder. Bids shall be submitted only on the enclosed Bid Form included in the Bidding Documents. While Bidders may make comments to clarify their bid, Bidders cannot change, modify, delete, alter, amend or make additions to the wording to any of the Bidding Documents, including but not limited to the Agreement. Unauthorized conditions, exceptions, limitations, or provisions attached to a bid may be cause for rejection of the bid. Alterations by erasure or interlineation must be explained or noted in the bid over the signature of the Bidder. Any questions regarding the Bidding Documents shall be submitted as Requests for Interpretation and the Bidding Documents may only be modified by Addendum issued by the Borough prior to the Bid opening date. Reconstruction ofGlen Street Fountain Basin Walls Interested entities are invited to submit a bid for consideration by the Borough ofChambersburg to provide Reconstruction ofthe Basin Walls ofthe Glen Street Fountain. Current walls are constructed of cast iron and are showing considerable degradation due to rust. The walls should be replaced with cast iron class 30 gray iron meeting ASTM A48, with care taken to be water-proofed so as to allow the continued use of the fountain; and the exterior artistic scroll work recreated on the new fountain wall. The entire fountain shall receive three shop coats ofpaint. Demolition ofthe existing walls should be considered to be part of the project. The successful bidder shall employ whatever method is necessary to transport and install the new cast metal fountain in a safe and accurate manner. All costs associated with the transportation and installation of the fountain, including all equipment rental and any necessary permits to operate the equipment, shall be deemed to be part ofthe bid price ofthis item. The bid will not include recreating the central spire ofthe fountain, the flowerpots, or anything except the associated side-walls ofthe bowl/basin ofthe fountain.
