EPV: $20,000,000 to $25,000,000 The Project consists of constructing the upgradesto the Sonora Regional Wastewater Treatment Facility to increase treatment capacity and improve effluent quality to meet regulatory permit requirements and accommodate future population growth. The new facility will be capable of treating 5.0 MGD of Max Day Flows and will have a capacity for Peak Hour Flows of 10.0 MGD. Please be advised that the District required Pre-Qualification of all bidders prior to this Advertisement for Bid. The Pre-Qualification submission deadline has closed. A list of eligible bidders is available on the District's website . Only bids from eligible firms will be accepted. Prospective Bidders shall be licensed Contractors in the State of California and shall be skilled and regularly engaged in the general class or type of work called for under the Contract. Each Bidder shall have a Class A California Contractor's license. Bidders are notified that financing for this project is provided pursuant to the Consolidated Farm and Rural Development Act (7 U.S.C. Section 1921 et seq.) and that as allowed in Public Contract Code Section 22300, this contract does not provide for substitution of securities for any monies withheld by the Owner to ensure performance under this contract. Bidders are further notified that this contract does not permit retainage to be placed in escrow nor to be invested for the benefit of the contractor. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron and steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The de minimis, minor components, and pig iron and direct reduced iron waivers apply to this Contract. All contractors and subcontractors who bid or work on any public works project must be registered with the Department of Industrial Relations (DIR) and pay an annual fee. No contractor or subcontractor may be listed on a bid proposal for a public works project or be awarded a public works contract unless registered with DIR. The contractor must post all job site notices required by regulation. This project is subject to compliance monitoring and enforcement by DIR. This is a public works project as defined in California Labor Code Section 1720 through 1743. Contractor and all subcontractors are required to be registered with the California Department of Industrial Relations (DIR) in order to bid or be listed on a bid and/or work on a public works project. Contractor's and all Subcontractor's employees must be provided certain benefits pursuant to Section 1720 et. seq. of the Labor Code, including the payment of prevailing wage rates. The Owner has obtained from the Director of the Department of Industrial Relations the prevailing wage rates applicable to the work. Copies are on file at the Owner's office and are available to interested persons upon request. Contractor may also obtain the current prevailing wage rates directly at the DIR website. Prospective bidders are responsible for determining the applicable wage classifications for this project. For further clarification on who DIR or CSLB requirements apply to, contact the DIR or CSLB directly.
