The project consists of replacing the existing Automated Weather Observing System (AWOS) III and miscellaneous cable connecting to the existing power source. In accordance with ORC Section 153,54 Bidders shall include either a certified check, cashier's check, or letter of credit payable to the Owner, or a satisfactory bid bond, executed by the Bidder and an approved surety company in an amount not less than ten (10) percent of the bid. In addition, to be considered a responsive bid, the Bidder must supply all the information required by the bid using the provided Volume 2: Bid Proposal format and the bids shall be based upon rates of wages at least as high as the minimum rates established by the prevailing wage rate determination included in the Contract Provisions. Award of the work, if awarded, will be made to the lowest responsive and responsible bidder. The Owner reserves the right to waive any informalities in bidding if such waiver is in the best interests of the Owner and conforms to local laws pertaining to the letting of construction contracts and to reject any and all bids. The Owner is cognizant of the time limitation for awarding contracts; therefore, the Owner will have 90-calendar days from the date bids are opened to award and execute the proposed construction contract with the lowest responsive and responsible bidder
