The Gulf County Board of County Commissioners, herein referred to as the County, is seeking statements of qualifications from any qualified person, company, or corporation to provide design and construction services for the Golf Course Irrigation System project. All questions concerning this RFQ must be submitted in writing no later than 12:00 noon (Eastern) on June 2, 2021 and should be directed to Clay Smallwood, County Engineer at csmallwood@gulfcounty-fl.gov. Late submittals received after the aforementioned deadline date, either by mail or otherwise, will not be considered and will be returned unopened. The time of receipt will be determined by the time received in clerks office. It is the sole responsibility of the firm for assuring that the rfq is received in the clerks office by the designated date and time. No faxed, electronic, or oral rfq will be accepted. The County reserves the right to waive minor irregularities, to reject any or all proposals received, and to otherwise decide in the best interests of the County. The Board shall have the final decision-making authority concerning any final award, or interim or comprehensive agreement entered into by the County. Proposals will be evaluated and ranked in order of preference by a Selection Committee to be appointed by the County Administrator as authorized by the Board of County Commissioners. The Selection Committee, at its option, may request that proposers make presentations and/or participate in questions and answers sessions. The County may also request additional information from proposers that may be necessary to fully evaluate a proposal. After the Selection Committee has ranked proposals and submitted recommendations to the Board of County Commissioners, the County will then begin negotiations with the highest-ranked firm. St. Joseph Bay Golf Club (www.stjoebaygolf.com) is an 18 hole golf course located in Gulf County, Florida. The scope of this project will include the design and construction of a new irrigation system comprised of all necessary components such as mainline piping, new wiring, new sprinklers, fittings, etc. to effectively irrigate all areas to be covered (tees, fairways, greens, practice facilities, etc.). The new sprinklers will consist of valve-in head rotors with a central control system. The Proposer shall be responsible for providing all labor, material, equipment, and services required to complete the project. Specifications, design details, irrigation drawings, and as-builts of the new system shall be provided by the Proposer. Shutdown of the existing golf course irrigation system will be limited to no more than 36 hours at any one time. *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project.
