The Department of Veteran Affairs Network 7 Contracting Office is seeking qualified Architect-Engineering (AE) firms to submit Standard Form 330 (SF 330) Architect/Engineering Statement of Qualifications for Project # 619A4-22-101 Replace Boiler Plant in Building 12, at Tuskegee, AL at the Central Alabama Veterans Health Care System facilities in Network 7 (State of Alabama). Firms submitting qualification packages must be fully licensed to perform designs as a registered professional AE firm in the United States to be considered for this opportunity. Contract Information: A Firm Fixed Price A/E Design service contract is contemplated for Project # 619A4-22-101 -Replace Boiler Plant in Building 12. The estimated magnitude of construction for this project is between $10,000,000 to $20,000,000. The estimated/target design completion period is 365 calendar days after issuance of Notice to proceed. The NAICS code for this acquisition is 541330, Engineering Services with a size standard of $16.5 million. 5. Due to the requirement for site visits and coordination on design reviews, A/E firms will be required to attend meetings in person on site at CAVHCS facilities. Due to this requirement, the area for consideration for this acquisition is restricted to A/E firms with an operating office located within 400 miles of CAVHCS- East Campus 2400 Hospital Rd, Tuskegee, AL 36083. Eligible prime contractor firms must have a main and/or branch office geographically located within the 400 mile radius. Offers outside the 400 mile radius will not be considered.A (Determination of mileage eligibility will be based on www.mapquest.com).A 6. Project Information/Statement of Tasks: The AE shall provide all labor, equipment, materials and incidentals to deliver Professional (PE) Architectural/Engineering services to verify existing conditions, design and prepare contract working drawings and specifications for Project No. 619A4-22-101, REPLACE BOILER PLANT IN BUILDING 12. This project will replace the boiler plant and distribution system for Central Alabama Veterans Health Care Systems-East Campus (CAVHCS-East). The plant was closed in FY2014 due to safety issues. As a result of VHA Directive 1810(1) Boiler and Boiler Plant Operations, the current low-pressure boilers do not meet the intent of the Directive to have boilers manned 24-hour days. This Supplement B will include the evaluation of the boiler system. The A/E will need to determine the current size of the boilers and the future size of boilers that will be required to support CAVHCS-East. The A/E will design new boilers (Boiler# 1) and the required connections to main buildings (2, 3,3 A, 4, 4A, 5, 7, 8, and 83). This will include the design of replacement of boiler plant, which include the alternate fueling system, emergency electrical system, pumping system, electrical control system, structural system, replacing windows and refinishing interior painted surfaces, and temporary low pressure boilers include in the design repairing both water towers and all piping to the boiler plant. Create environmental disposal plan for any remaining diesel in the old fuel tanks. A/E to design new fuel tanks along with all piping and other connections required. The A/E will design (Boiler# 2) and include associated piping and connections to Buildings 120, 129, 68, 65, 10, 9, 8. The A/E will design (Boiler# 3) and include associated piping and connections to Buildings 90, 93, 88, 1, 18, 19, 20, 15, 14. All buildings, including vacant buildings, must be supplied with steam to support the building operations. A/E to include all steam converters and heat exchangers required. All existing steam piping throughout the campus is to be removed and any new piping will be underground. All existing steam piping in buildings, including vacant buildings, must be identified, and removed. The designs will need to account for any hazardous material abatement (asbestos, etc.) in Building 12 and all associated steam piping throughout the campus. 7. Selection Criteria: The A/E Source Selection Team shall utilize the following selection criteria listed in descending order of importance: Professional qualifications necessary for satisfactory performance of required service and working together as a team (in-house and/or consultants(s)).A Note:A The firm and A/E on staff representing the project or signing drawings in each discipline must be registered/licensed to practice in the United States Provide your information on the SF 330 clearly marked by providing a current architect and/or engineering License numbers AND proof of Licensure.A The VA will confirm the individuals are current and in good standing with the respective state licensing board.
