Site work, paving and renovation of a mixed-use development in Palm Beach Gardens, Florida. Completed plans call for site work for a residential development; road / highway; for paving for a road / highway; and water / sewer project.
The Bid Proposals totals will be announced at the opening; however, copies of the Bid Proposals will not be provided to attending Bidders at that time. The Public Improvement Project component is generally described as follows: Water, sewer, lift station and drainage improvements for two phases of the Arden residential development in Palm Beach County and is to be awarded by Northern. The Private Improvement Project component is generally described as follows: earthwork, roadway, and drainage improvements for two phases of the Arden residential development in Palm Beach County and is to be awarded by the Developer. A person or affiliate who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a bid on a contract with a public entity for the construction or repair of a public building or public work, may not be awarded or perform work as a contractor, supplier, subcontractor, or consultant under a contract with any public entity, and may not transact business with any public entity in excess of the threshold amount provided in Section 287.017, Florida Statutes, for category two for a period of 36 months from the date of being placed on the convicted vendor list. Bid Proposals for the Public Improvement Project components must be accompanied by a Bid Security in the form of a certified bank check made payable to the Owner or a Bid Bond. Bid Proposals for the Private Improvement Project components must be accompanied by a Bid Security in the form of a certified bank check made payable to Highland Dunes Associated Property, LLC. or a Bid Bond. No Bid Proposals may be withdrawn for a period of 90 days after the scheduled closing date for the receipt of Bid Proposals except as otherwise provided in the Instruction to Bidders. It is the policy of Northern Palm Beach County Improvement District that those Small Business Enterprises that would be eligible for certification as such by Palm Beach County shall have the maximum practical opportunity to participate in the competitive process of supplying goods and services to Northern Palm Beach County Improvement District. The successful bidder that is awarded the Contract for the Private Improvements may be required to provide Performance and Payment Bonds. Specific requirements for the Private Improvements Contract can be found in the Highland Dunes Associates Property LLC's "Private Improvement Sample Contract" attached as "Appendix A" to the bid documents. Bidders should anticipate that Owner may negotiate some or all the aspects of a Bid Proposal with one or more of the Bidders in order to obtain the lowest negotiated price. Bidders are advised that there will be separate contracts for the Public Improvements and the Private Improvements. Northern Palm Beach County Improvement District will contract the Public Improvements utilizing its standard contract documents. The Developer will utilize a contract substantially in accordance with the sample contract included in the Bid Documents and identified as "Appendix A" for the Private Improvements. Bidders are advised that with respect to the Private Improvements, the terms and conditions of the Private contract attached as Appendix A to the Bid Documents shall apply. Accordingly, to the extent that anything in these Bid Documents or the provisions of Northern's contract documents conflict with provisions of the Private contract, the provisions of the Private contract shall control only with respect to the Private Improvement work. Bidder should become familiar with the Private contract. Qualification of Bidder: The Project will be awarded only to a responsible Bidder qualified by experience to construct the Project as specified. In addition, the Bidder must satisfy the following criteria: (1) Have been in the general contracting business under the present name of the bidding entity for a minimum of the last five (5) continuous years, (2) Contractor will be required to provide documentation of a minimum of two contracts involving construction of water and sewer improvements turned over to Palm Beach County Water Utilities within the last five (5) continuous years, (3) Contractor must be registered with E-Verify pursuant to Section 448.095, Florida Statutes The Owner reserves the right to reject any or all Bid Proposals, to waive informalities, and to re-advertise.
