The University seeks to hire a contractor to perform HVAC construction work on an as needed basis that will be delivered by Unit Price Job Order (UPJO), and occurring on the UCLA Westwood campus in buildings, or parts of buildings, occupied by the David Geffen School of Medicine, as listed below: Center for Health Sciences (CHS) Biomedical Library Factor Building School of Dentistry Fielding School of Public Health Marian Davies Center Geffen Hall Brain Mapping Center 700 Westwood Plaza Re ed Neurological Research Center Semel Institute of Neuroscience Edie & Lew Wasserman Building Jules Stein Eye Institute Doris Stein Research Center As described in more detail in the Bidding Documents, work under the UPJO will be limited to the following: HVAC construction work related to Minor Capital Improvement Projects as well as work which includes repairs of, or alterations to, buildings, structures, or facilities to continue their usability at the designed level of service. Each Job Order shall have at least 51% of the work within the advertised license classification specified herein. Work outside said license classification may be required when said work is considered incidental and supplemental to the performance of the work in the craft for which the specialty contractor is licensed and is essential to the accomplishment of the work in which the contractor is classified. Contractor shall either self-perform said Incidental and Supplemental work or subcontract said work to an appropriately licensed subcontractor in accordance with California Business and Professions Code requirements. Refer to Exhibit 21 of the bidding documents for HVAC construction work excluded from this UPJO. The total combined cost for all Job Orders issued will not exceed the Maximum Contract Value of $3,000,000.00 during the 1-year Base Term, and $3,000,000.00 during each 1-year Option Term, if exercised by University. When the work of a job consists only of the trade of this UPJO, the cost of any individual Job Order Authorization will be from $50,000.00 to $500,000.00. When the work of a job consists of multiple trades, the cost of any individual Job Order Authorization for this UPJO will be from $100.00 to $500,000.00. The successful Bidder will be required to have the following California current and active contractors license at the time of submission of the Bid: C-20 License (Warm-Air Heating, Ventilating & Air-Conditioning) Bid Security in the amount of $25,000 shall accompany each Bid. The surety issuing the Bid Bond shall be, on the Bid Deadline, an admitted surety insurer (as defined in California Code of Civil Procedure Section 995.120). Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy. Each Bidder may be required to show evidence of its equal employment opportunity policy. The successful Bidder and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wage at the location of the work. The work described in the contract is a public work subject to section 1771 of the California Labor Code. No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the performance of, any portion of this project, unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 and 1771.1. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The successful Bidder shall pay all persons providing construction services and/or any labor on site, including any University location, no less than the UC Fair Wage (defined as $13 per hour as of 10/1/15, $14 per hour as of 10/1/16, and $15 per hour as of 10/1/17) and shall comply with all applicable federal, state and local working condition requirements. To be allowed to submit a bid, Bidders must have the minimum experience set forth in the Prequalification Questionnaire contained in the Bidding Documents and posted on the UCLA Online Planroom website.
