Site work and paving for a civil project in Brick, New Jersey. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.
The proposed work consists of but is not limited to; Install approximately 18,900 LF of 8" PVC and 225 LF of 6" PVC water mains including connection to existing water mains, testing and disinfection Utilize proper trenching method, dewatering, bedding and suitable backfill to install the proposed water mains. Testing and disinfection of new pipe. Connect new pipe to existing pipe. Install new service connections and meter pits. Abandon or remove existing pipes as shown on plan. Existing roadway to be milled and overlaid as shown on the plans utilizing the bituminous pavement section detail. Appropriate soil erosion and sediment control features to be deployed on site prior to the start of construction and maintain during construction such as inlet filters for the existing storm sewer inlets and silt fences. 1506001-008 &009 The proposed work is located: In the Cedarwood Park section of Brick Township located east and west of Hooper Avenue, between Mantoloking Avenue and Downey Avenue. Each prospective bidder will have to provide the appropriate installation references and certifications to the satisfaction of the Owner. Bids must be submitted on forms prepared by Brick Utilities. All bids must be enclosed in sealed, specially addressed envelope bearing on the outside the name and address of the bidder and work bid upon. All envelopes should be sent to the attention of the Engineering Department. Each bid must be accompanied by a Bid Bond or Certified Check for an amount equal to ten percent (10%) of the bid or a maximum of $20,000.00; such certification to be without condition or qualification, and the check made payable to The Brick Township Municipal Utilities Authority. Each bid must also be accompanied by a Consent of Surety, properly executed by a surety company authorized to do business in the State of New Jersey or permitted individual and shall be attached to the proposal. All bidders shall be required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-6.2, requiring each bidder and each subcontractor to formulate and submit to the proper authorized representative of the State the New Jersey Department of Labor and Workforce Development an affirmative action program of equal opportunity which guarantees minorities employment in all employment categories. The bidder is a corporation, a partnership or a limited liability company, the bidder, in conformance with N.J.S.A. 52:25-24.2, shall submit with his bid a statement setting forth the names and addresses of all stockholders in the corporation who own 10 percent or more of its stock, of any class, or of all individual partners in the partnership who own a 10 percent or greater interest therein, or of all members in the limited liability company who own a 10 percent or greater interest therein, as the case may be. If one or more such stockholder or partner or member is itself a corporation or partnership or limited liability company, the stockholders holding 10 percent or more of that corporation's stock, or the individual partners owning 10 percent or greater interest in that partnership, or the members owning 10 percent or greater interest in that limited liability company, as the case may be, shall also be listed. The disclosure shall be continued until names and addresses of every noncorporate stockholder, and individual partner, and member, exceeding the 10 percent ownership criteria established in this act, has been listed. To comply with this section, a bidder with any direct or indirect parent entity which is publicly traded may submit the name and address of each publicly traded entity and the name and address of each person that holds a 10 percent or greater beneficial interest in the publicly traded entity as of the last annual filing with the federal Securities and Exchange Commission or the foreign equivalent, and, if there is any person that holds a 10 percent or greater beneficial interest, also shall submit links to the websites containing the last annual filings with the federal Securities and Exchange Commission or the foreign equivalent and the relevant page numbers of the filings that contain the information on each person that holds a 10 percent or greater beneficial interest. This contract or subcontract is expected to be funded in part with funds from the New Jersey Department of Environmental Protection and the New Jersey Environmental Infrastructure Trust. Neither the State of New Jersey, the New Jersey Environmental Infrastructure Trust nor any of their departments, agencies or employees is, or will be, a party to this contract or subcontract or any lower tier contract or subcontract. This contract or subcontract is subject to the provisions of N.J.A.C. 7:22-3, 4, 5, 9 and 10. The successful Bidder will be required to comply with N.J.A.C. 7:22-9.1 et. seq. for the participation of small business enterprises owned and controlled by socially and economically disadvantaged individuals (SEDs). The Contractor and all subcontractors will be required to comply with the SED Utilization Plan developed by Brick Utilities for fulfilling SED requirements. The Project shall conform to the Local Public Contract Law, N.J.S.A. 40A:11-1 et. seq. The bid receipt date will be at least thirty (30) days after the advertisement date; addenda notices will be provided no less than seven (7) days, Saturdays, Sundays, and holidays excepted, prior to the bid receipt deadline. Brick Utilities reserves the right to waive any minor informalities or non-material exceptions/defects in a bid. Brick Utilities reserves the right to reject any bid containing a material defect(s) and further reserves the right to reject all bids under any circumstances set forth in N.J.S.A. 40A:11-13.2.
