Water Service Conversion From Rear Water Services To Front Water Services At 2733 Locations In Miami Dade County Bidders Bids/Proposals must be submitted along with the Certificate of Assurance (COA) and must have identify the name of the Bidder, the name and number of the project for which the bid is submitted, and the date of the bid opening. The County reserves the right to postpone or cancel the bid opening at any time prior to the scheduled opening of bids. Note: a. To obtain a copy of the Bid Set Plans and Specifications, interested parties shall submit a check or money order in the amount of $20 payable to the Miami-Dade Water and Sewer Department and indicating on the check the Contract Number of the project being requested. An email address and business address shall also be provided so that the County may provide a link to the Bid Set documents. b. Bidders must submit a completed, signed and notarized Certificate of Assurance (COA) along with the Bid Submittal Package (included in this solicitation package). c. Bidders are instructed to place the completed COA on top of the bid package so that it can be readily identified by the Department during the bid opening. By submitting a completed COA, the bidder acknowledges the Small Business Enterprise (SBE) measures applied to the project and agrees to submit, upon notification by SBD or the Miami-Dade County Business Management Workforce System (BMWS), a Utilization Plan via BMWS listing all certified SBE subcontractor(s) to be utilized to satisfy the measures on the Project, indicating the percentage of work and the description of the work to be performed (pursuant to the firm's certification), within the specified time frame. All SBEs listed in the Utilization Plan will be required to confirm their subcontractor agreement via BMWS, within the specified time frame, before the Utilization Plan may be submitted to SBD for approval. All subcontractors must be certified SBE-CON firms. Bidders can confirm a SBE-CON certification via BMWS The Bid Proposal must be accompanied by a bid security in an amount not less than five percent (5%) of the total bid. The bid security can be in the attached Prescribed Bid Bond form, which shall be executed by the Bidder and a qualified Surety, satisfactory and payable to the Miami-Dade County, Florida, Board of County Commissioners. The bid security can also be in the form of a certified check or cashier's check on a solvent national or state bank. The successful contractor must execute a one hundred (100%) Surety Performance and Payment Bonds. NO BIDDER MAY WITHDRAW HIS BID WITHIN 120 DAYS FROM BID OPENING DATE. The Project is subject to the requirements of Miami Dade County Code (County Code) Sec. 10-33.02. - Small Business Enterprise Construction Services Program and Administrative Order 3-22 whereby it has been determined that subcontractor goals must be included in the Contract. This project has a Level III Set-Aside participation goal for Small Business Enterprise - Construction and a No Measure Small Business Enterprise - Goods and Services goal. The Community Workforce Program (CWP) is not applicable to this project. This project is one in a series of projects that are being processed under County Code Section 2-8.2.12, entitled Miami-Dade Water and Sewer Department Consent Decree and Capital Improvement Programs Acceleration Ordinance. This work consists of the disconnection of existing water meters from the service water lines located in the rear and/or side of the properties and the connection of new water service lines from water meters located in front of the properties to the existing service connections at the rear and/or side of the residences. The Contractor shall meet the property owners/tenants where the conversion will be performed, and the property owner shall have the opportunity to review the proposed route and provide their input. The contractor shall obtain the owners signature for all required permits and shall be responsible for applying for and obtaining the required permits, including preparing the plumbing/electric permit application, pulling plumbing/electric permits and any other required permits from the Building Office of the municipality in which the work is to be performed. The Contractor shall furnish all materials, labor, and equipment as specified or necessary for a complete Project including but not limited to trench excavation, placing a sand/fine gravel bed on the bottom of the trench for pipe bedding, furnishing and installing the new water service from the new water meter located in front of the property to the existing household potable water system connection point, which includes copper pipes, tubing, fittings, valves, PVC valve boxes, grounding system (where applicable) and the installation of the new vacuum breaker at each existing and new hose bibb; furnishing and installing backflow prevention devices where applicable, install all piping, fittings, valve box and accessories to connect irrigation meter/sub-meter where existing, performing pressure tests on the new water service pipe, flushing, disinfecting the new service line, disposing of super chlorinated water properly, backfilling and compacting the trench, cutting and plugging existing water service line(s) located inside of the property, removing and disposing of the existing water meter box, filling void (at the abandoned 1-inch wing style angle stop valve) with ready mix concrete to 2-inches above the existing and to be abandoned 1-inch wing style angle stop valve, placing top soil on top of concrete and laying sod as needed to cover area or the necessary material to match the existing condition at this location, performing final cleanup/restoration and landscaping of the disturbed areas to equal or better condition. The Work also includes safety and protection of the homeowner's property, coordinating and obtaining necessary inspections from the Building Office of the municipality in which the work is to be performed, proper disposal of removed materials and other appurtenant and miscellaneous related items and work for a completed Project. The work has been separated by Commissioner District (See Appendix H thru P), for each District, the contractor shall hire local licensed sub-contractors, plumbers, electricians, or general contractors as required for project completion, no exceptions will be allowed. It is Miami-Dade Water and Sewer Department's intent to obtain a completely functional and satisfactory installation under this project, and any items of labor, equipment or materials which may be reasonably assumed as necessary to accomplish this and shall be supplied whether or not they are specifically shown on the plans or stated in the specifications. The Contractor shall provide all sheeting, shoring, bracing and all other labor, material or equipment required to preclude damage to, or loss of functionality of, any existing facility or system. The construction estimate (consisting of biddable items) for this project is $8,643,471.11. NOTE: THIS AMOUNT DOES NOT INCLUDE A CONTINGENCY ALLOWANCE, OR DEDICATED ALLOWANCES. The construction time from Notice to Proceed is 365 consecutive calendar days to Substantial Completion and 425 consecutive calendar days to Final Completion. The County has allocated certain funds for this project. Should the amounts bid exceed expected levels, the Department reserves the right to either reduce quantities and/or delete elements of the work while proceeding at the prices bid, or reject bids and re-advertise at its sole option. One of the following licenses is required: General Engineering Contractor, State Underground Utility and Excavation, Pipeline and/or other categories as applicableby Chapter 489 of the Florida Statutes or County Code Chapter 10. (See Instruction to Bidders, Section 13). Also see SP 1.0 of the Special Provisions for additional bidder qualifications and minimum construction experience requirements to be provided at bid submittal. Also each specialty trade subcontractor shall be licensed in their respective category of participation on this project. The contractor is hereby advised pursuant to Miami-Dade County Resolution R-1395-05 and County Code Section 2-1701, Contractors involved in the construction of improvements on County property must post a notice of job opportunities with the Miami-Dade County Job Clearinghouse. Contractors with job openings must complete a Notice of Job Opening form and submit to the Small Business Development (SBD) Division of Internal Services Department (ISD) for posting. The job vacancy notices should be delivered within ten (10) working days following award of the contract and whenever a job opening occurs. Pursuant to County Code Section 2-11.1 (t), a Cone of Silence is imposed upon RFP, RFQs or bids after advertisement and terminates at the time the County Mayor issues a written recommendation to the Board of County Commissioners or authorizes an award subject to Miami Dade Code County Code Section 2-8.2.12. The Responsible Wages and Benefits Ordinance 90-143 (County Code Section 2-11.16) applies to this Project. The current Responsible Wage Rates are published annually and can be found . These requirements are set forth in the Instruction to Bidders Section 21. The County has an initiative to provide construction labor employment and training opportunities for Miami-Dade residents through Employ Miami- Dade initiative. Contractors are encouraged to visit the Employ Miami-Dade website at https://www.employe-miamidade.gov to learn more about this continuing effort. The Contract is subject to review and audit by the Office of the Miami-Dade County Inspector General (IG) and further information is specified in the Instruction to Bidders and General Terms and Conditions. The cost of mandatory random audits by the Miami-Dade County IG is 1/4; of one percent of the Contract price and shall be incorporated into the Contract price by the Bidder. The Department will deduct from each progress payment 1/4; of one percent of that payment to fund the Office of the Miami-Dade County Inspector General. This Project is subject to the requirements of County Code Section No. 2-8.5 of the, which mandates that in any competitive bid process where award, if any, is to be made to the responsive and responsible bidder offering the lowest bid (the Low Bidder and Low Bid respectively), the following shall apply: 1. If the Low Bidder is no t a Local Business, then any and all responsive and responsible Local Businesses submitting a price within ten percent of the Low Bid, the Low Bidder, and any and all responsive and responsible Locally Headquartered Businesses submitting a price within fifteen percent of the Low Bid, shall have an opportunity to submit a best and final bid equal to or lower than the Low Bid. 2. If the Low Bidder is a Local Business which is not a Locally Headquartered Business, then any and all responsive and responsible Locally Headquartered Businesses submitting a price within five percent of the Low Bid, and the Low Bidder shall have an opportunity to submit a best and final bid equal to or lower than the Low Bid. 3. Award, if any, shall be made to the responsive and responsible bidder offering the lowest best and final bid. 4. Ties in best and final bid shall be resolved in the following order of priority: Locally Headquartered Business, Local Business, other business. 5. If no best and final bid is required in accordance with the provisions above, award, if any, shall be made to the Low Bidder. This Project is subject to the provisions of County Code Section 2-8.8, Fair subcontracting practices, which requires that all contracts in which a bidder may use a Subcontractor, prior to contract award, the bidder shall provide a detailed statement of its policies and procedures for awarding subcontracts. Additional information is provided in the Instruction to Bidders and Standard Construction General Conditions. Prospective bidders are advised that 1) the County reserves the right to directly purchase materials, equipment, supplies and other items for this project, which are included in the Contractor's Base Bid and/or the Contract, (substantially in accordance with the Contract Documents) and 2) a Recommendation for Contract Award will be conditioned upon the submittal of any and all documents required by the County as part of the bid evaluation process, including but not limited to, the schedule of values and project schedule. The Board of County Commissioners, Miami-Dade County, Florida, reserves the right to reject any or all bids, to waive any informality in any bid or to re-advertise for bids. Bids from any person, firm or Corporation in default on other contracts or agreements with the County may be rejected.
