Renovation of a municipal facility in Grafton, North Dakota. Completed plans call for the renovation of a municipal facility.

The project includes all labor, tools, materials, and equipment necessary to furnish and install an advanced metering infrastructure (AMI) system within the City of Grafton, North Dakota. The major items to be furnished and installed under this contract are as follows: 1. Furnishing and installation of host system computer including necessary software to integrate new AMI system with the Owner's existing Banyon customer information system (CIS). 2. Furnishing and installation of radio frequency (RF) mesh two-way communication system. 3. Furnishing of approximately 2,785 new electric meters. 4. Furnishing of approximately 170 new water meters. 5. Furnishing of approximately 1,674 new water meter heads. 6. Furnishing and installation of approximately 18 specialty water meters. 7. Alternate bid for installation of approximately 2,785 new electric meters. 8. Alternate bid for installation of approximately 170 new water meters. 9. Alternate bid for installation of approximately 1,674 new water meter heads. No bid will be considered unless sealed, filed with the City Auditor, and accompanied by a bid bond or certified check payable to the Owner in an amount equal to ten percent (10%) of the maximum base bid price. The successful bidder shall be required to furnish performance and payment bonds, each in triplicate, equal to 100 percent of the contract amount. The successful bidder shall also be required to furnish a certificate of insurance, in triplicate, indicating the coverage specified in the Contract Documents. Proposals and all supporting instruments must be submitted on the forms furnished by the Owner and must be delivered in a sealed opaque envelope addressed to the Owner. The envelope shall be identified with the Project title, the name and address of the Bidder, and the date and hour of the opening of bids. If the bid is sent by mail, then the sealed envelope shall be enclosed in a separate mailing envelope with the notation "SEALED BID ENCLOSED" on the face thereof. Bids shall be filled in with ink or typewritten. No alterations or interlineations will be permitted, unless made before submission, and initialed and dated. The Owner reserves the right to hold all bids for a period of sixty (60) days after the day fixed for the opening thereof, and to reject any or all bids and waive any irregularities or minor errors in any Bid, if it appears to the Owner that such irregularities or errors were made through inadvertence. Any such irregularities or errors so waived must be corrected on the Bid in which they occur prior to the execution of any Contract that may be awarded thereon. Bids will be evaluated based on the data required to be submitted with the bid. Please contact CES's Repro Dept at (763) 560-9098 or (800) 831-8587 for pricing, payment, and any questions. If you choose a paper copy you will get addenda as paper copies and will be charged for the printing costs. The bids will then be evaluated, tabulated, and presented to the Public Utilities Committee for their consideration on July 6, 2021 at 5:30 PM CDT. Award recommendations from that meeting will then be presented to the City Council for their consideration on July 12, 2021 at 6:00 PM CDT No bid will be considered unless sealed, filed with the City Auditor, and accompanied by a bid bond or certified check payable to the Owner in an amount equal to ten percent (10%) of the maximum base bid price. The successful bidder shall be required to furnish performance and payment bonds, each in triplicate, equal to 100 percent of the contract amount. The project is to begin in 2021 with the host/master system installation as well as data collection hardware and field infrastructure. This phase is scheduled to be completed by November 12, 2021 to allow the Contractor and City to perform field testing before fully deploying meter endpoints. Once field testing has been satisfactorily completed, installation of meter endpoints will begin with the replacement of electrical meters in the commercial and industrial areas, followed by the residential areas. Replacement of water meters and installation of water nodes will follow close behind. Both metering end-point phases are scheduled to be completed by September 30, 2022. The entire project is scheduled to be substantially completed by November 25, 2022 and ready for final payment by December 23, 2022.
