All responsible sources may submit an offer for consideration in accordance with these and other terms and conditions of the solicitation. The North American Industrial Classification System (NAICS) code and the associated small business size standard are noted in clause 52.204-8 in section "K" of this solicitation. b) Estimated Price Range: Between $5,000,000.00 and $10,000,000.00. c) Refer to section "L" for information regarding a pre-proposal site visit. d) Information and requirements stated in sections "B" through "J" & attachments noted in section "J" apply to this solicitation and the subsequent contract. e) Refer to section "L" for proposal submittal requirements. f) This is currently an unfunded requirement with a high expectation that funds will be available. Independence National Historical Park Replace Chiller Plants/Cooling Towers (INDE-236306/310912/310913) Philadelphia County, Pennsylvania Legacy Doc #: NPS INDE 236306/310912/310913: Replace Chiller Plants/Cooling Towers: INDE 236306 - Replace Critical Components - Chillers Number One & Two; INDE 310912 - Replace Failing Chiller #3 and Cooling Tower #3 at Central Chilled Water Plant; and INDE 310913 - Replace Two Failing Cooling Towers at Central Chilled Water Plant, Independence National Historical Park, Philadelphia County, Pennsylvania GENERAL 1. Submit, at a minimum, an offer that conforms to the solicitation documents. By submission of an offer, the offeror unconditionally assents to the terms and conditions in this solicitation and in any solicitation attachments. Proposals offering alternative stipulations to the requirements of this solicitation will NOT be considered or accepted. 2. In accordance with FAR 36.209, all firms, prime contractors or subconsultants, involved in developing the design or specifications for this construction solicitation are not eligible and prohibited from receiving any part of this construction award. Proposals from or containing firms under these circumstances will not be considered for award. B. OFFER DUE DATE AND LOCATION 1. To be considered for award, proposals must be received no later than the date and time noted in Block 13.a of the SF1442 contained in this solicitation. Offerors are responsible for confirming their proposals are received by the due date and time. D. SUBMISSION REQUIREMENTS 1. Proposals shall be submitted via email. Proposals submitted via any means other than email shall not be accepted. 2. Proposals shall be sent to all of the following: a. Contracting Officer, Jeffery Hepp, jeffery_hepp@nps.gov b. Contract Specialist, Alan Stormont, alan_stormont@nps.gov c. CS_DSC_Proposal_Submission@nps.gov 3. Title subject line for all proposal submissions shall contain the solicitation number, Park-PMIS, and number of total emails, per the following example: Subj: 140P2022R0019, INDE-236306, email 1 of 3 4. Submit proposals in separate VOLUMES (I and II) in the FORMATS specified, containing CONTENTS required. Each volume shall be submitted in separate email attachments. 5. Size limits: a. Individual email attachments shall be no larger than 38 MB. b. Each email shall be no larger than 100 MB 6. Offerors shall verify receipt of proposals. Submit the attached "Project Experience" form addressing specific experience elements below for up to five (5) relevant projects completed in the last seven (7) years. Submit separate forms for each project. Key Trades, if evaluated, are subject to substitution requirements in Section H of this solicitation and resulting contract. NOTE: Submit the same project information for Past Performance (FACTOR #2) as submitted under this factor. Key subcontractors can also submit up to three (3) relevant projects completed in the last seven (7) years. Natural, Cultural, or Historic Resources - Describe previous construction experience Chiller System Replacement projects of large structures and multiple facilities with significant historical character that includes maintaining and protecting historic fabric and artifacts. Logistics, Coordination, Process - Describe previous experience in working in an urban setting with limited staging and restrictive traffic flow similar to logistics of this solicitation. Project Management - Describe construction coordination experience with the owner while minimizing impacts to client/owner on-going operations. Please describe experience in construction activities adjacent to on-going client/owner operations. Describe Organized management, coordination, and communication of efforts between the prime contractor, its subcontractors, and the owner during construction in a remote site. Include coordination with owner relative to ongoing owner operations and visitor activities. NOTE: The same projects evaluated for experience under this factor shall also be evaluated for Past Performance (FACTOR #2). Projects determined more relevant under this factor will be given more weight in the Past Performance evaluation. *The value for this project is based on a financial range.
