The above public work will be let to the lowest responsible bidder. No bid shall be awarded unless accompanied by Certificate of Organization and Authority, Disclosure of Ownership, together with a list of Subcontractors; and no bid shall be received without certified check for not less than 5%, nor more than 10% of the total amount bid or a bid bond for not less than 5% nor more than 10% of the total amount bid. Bidder's Proof of Responsibility paperwork must be on file with the City of La Crosse. If not up-to-date, new paperwork shall be submitted electronically to the Director of Finance, via email at: apvendors@cityoflacrosse.org. The subject line shall be "Bidder's Proof." New submittals are due no later than 4:00 p.m. on the Thursday one week prior to bid, showing sufficient financial ability, equipment, and experience to properly perform the contract.
