Renovation of a fire / police facility in Winnipeg, Manitoba. Completed plans call for the renovation of a 4,362-square-foot fire / police facility.
Work to be done under the subsequent construction scope shall consist of the third floor Central Processing Unit undergoing the demolition/removal of existing interior walls, finishes and fittings with a total gross floor area of 4,362 ft2. Scope includes the supply and installation of new detention grade interior walls, doors and finishes as required. Modified electrical and mechanical work including fire protection will be supplied to suit. D3.1 The Work to be done under the Contract shall consist of Construction Management services to plan and administer the interior renovations in the Winnipeg Police Service Headquarters Central Processing Unit modifications at 245 Smith Street. This unit operates 24 hours a day, 7 days a week. D3.2 Work to be done under the subsequent construction scope shall consist of the third floor Central Processing Unit undergoing the demolition/removal of existing interior walls, finishes and fittings with a total gross floor area of 4,362 ft2. Scope includes the supply and installation of new detention grade interior walls, doors and finishes as required. Modified electrical and mechanical work including fire protection will be supplied to suit. D3.3 Professional design services are provided by the Project Services Branch (City of Winnipeg) The major components of the Work are as follows: (a) Phase 1 - Pre-Construction (i) Assist the design team with investigations, details, scheduling, materials, phasing, cost considerations, options and potential alternatives as necessary during the design stage. (ii) Attend weekly meetings as required at the City of Winnipeg office (or virtual platform as required for COVID) during the design stage to review design and potential options. (iii) Review any available technical or construction documents for the building which may impact the project delivery: budget and/or schedule and provide feedback. (iv) Develop a detailed schedule to include all the various components of construction activities. (i) Further to D3.4(a)(iv), provide a project plan to include any impacts to staff, departmental operations, potential risks and timelines. (b) Phase 2 - Construction - Services may include but not be limited to: (i) Issue tender documents, drawings and specifications to sub-trades. (ii) Solicit no less than three (3) bids for all components of work required to complete the construction requirements. Where the estimated value of subcontract exceeds $200,000 construction or $75,000 for goods and services (not construction), the Construction Manager shall publicly advertise the tender in accordance with the New West Partnership Agreement (NWPA), the Canadian Free Trade Agreement (CFTA), and/or the Comprehensive Economic and Trade Agreement (CETA). (iii) Review bids with Contract Administrator and project team. (iv) Assume responsibility and costs as the "General Contractor" for all General Conditions and associated work for all portions of work and construction requirements not covered under sub-trade contracts, (v) As Construction Manager, enter into contracts with sub-trades (vi) Supervise, coordinate and administer contracts with sub-trades during construction. This would include, but not be limited to the following: (i) Provision of a site supervisor (ii) Coordination of all sub-trades and work components (iii) Scheduling and recording minutes for regular weekly or bi-weekly construction meetings (iv) Scheduling of work components (v) Construction and inspection of sub-trade work to ensure conformance to technical specifications and drawings, (vi) Implement cost control and change control measures and issue required contract documents for proposed changes requests and any related quotes and approvals, (vii) Acquire and review all shop drawings as required for the construction and provide them to the Contract Administrator for review and approval. (viii) Attend bi-weekly meetings at the City of Winnipeg office (or by virtual platform as required for COVID-19) and provide bi-weekly progress reports (including schedule updates) to the Contract Administrator and project team. (ix) Commission all systems and equipment installed or affected by the Work (x) Oversee and maintain the project schedule; ensure milestones are met; (xi) Oversee and maintain project budget (xii) Provide as-built drawings and Operating and Maintenance package, four (4) hard copies and one electronic copy is required. (c) Phase 3 - Post Construction (i) Administer the warranty period and the correction of all defective work during the warranty period (ii) Provide services as required to determine solutions of issues related to construction deficiencies (iii) Close out all contracts (iv) Facilitate lessons learned and post occupancy meetings with the project team, D3.5 The following shall apply to the Work: (a) Universal Design Policy TIMELINE: Total project value will not be released for publication. Interested sub trades will have to contact the awarded Construction Manager directly and sign a Non-disclosure Agreement (NDA) and have obtained WPS Level 2 Security Clearance will be eligible to access the project documents or bid on the Work. Construction is tentatively scheduled to begin June 2022; completion is targeted February 2023. *Value of 1,990,907 is the award amount for the RFP issued by the city for a Construction Manager; construction cost of the project is not being released for publication.
