The Contractor is to perform Site Paving and all of the site work in accordance with the accompanying specifications and plans dated . The work shall include all materials, labor, installation equipment, backfill, and repair to road crossings as necessary to complete construction. Unless otherwise specified, the plans and specifications are intended to include everything necessary for proper installation and completion of the work, whether each item is mentioned herein or not. The plans and specifications are intended to be cooperative, and any item called for in one and not the other shall be as if called for in both. If a discrepancy exists between the plans and the specifications, the plans take precedence. The omission of any material from this specification is not to be interpreted to the effect that omitted material will not be furnished and installed by the Contractor. All labor, unless specifically indicated as being furnished by others, must be furnished by the Contractor under this Contract
