The School Board of Sarasota County, through a Request for Proposal (RFP) process, is seeking
proposals for energy conservation measures. Energy Service Companies (ESCOs) will describe their capabilities to identify, design, install, maintain, monitor, and arrange financing of a comprehensive utility conservation program with a major focus on the reduction of kilowatt hours and overall energy cost. In addition, the SBSC will: 1) incur no initial capital costs, 2) achieve significant long-term savings which are measured and verified, 3) obtain an annual savings guarantee which will be equal to or greater than the total annual project costs, 4) obtain consistent levels of facility occupant comfort and system functionality. The Contractor shall submit their proposal to include their business model and implementation plan. Notification of termination must be in writing and issued by the Director of Materials Management or designee. This contract may be terminated upon 30 days written notice. Further, at the discretion of the School Board, the contract may be terminated in a period of less than 30 days in the event of poor performance or violation of these terms. The Contractor shall have a period of time, as determined by the School Board, to remedy any noncompliance to offered terms and specifications. The School Board, upon termination, shall exercise its discretion to complete the balance of the contract consistent with the best interest of the School Board. The School Board delegates the authority to terminate the contract to the Superintendent or designee. At the discretion of the School Board, the Contractor may be removed from future solicitation opportunities for a period up to three (3) years.
