The work to occur within the Airport Operations Area includes excavation, trenching, backfill, compaction, fencing, storm drain pipe and structure installation, detention basin outlet weir, paved trench repair, pavement markings, miscellaneous grading, hydro-seed erosion control and storm water pollution prevention, complete and in satisfactory condition, all as shown on the plans and/or as specified herein. The Contractor shall possess a Class A (General Engineering) license, and shall be registered with the California Department of Industrial Relations at the time of bid. Failure to possess the specified license or to be duly registered shall render the bid non-responsive. Each bidder shall be pre-qualified in accordance with the Specifications and must submit evidence of competency and evidence of financial responsibility to the City at the time of the bid opening. No proposal will be considered unless it is made on a proposal form furnished by the City of Tehachapi. Faxed bids will not be accepted. The City of Tehachapi reserves the right to reject any or all proposals and to waive any informality in proposals received. Each bid shall be accompanied by a cashier's or certified check payable to the order of the City, amounting to ten percent (10%) of the bids, or by a bond in said amount payable to said City, signed by the bidder and a corporate surety or by the bidder and two sureties who shall justify before any officer competent to administer an oath, in double said amount and over and above all statutory exemptions. Said check shall be forfeited or said bond shall become payable to said City in case the bidder depositing the same does not, within fifteen (15) days after written notice that the contract has been awarded to him, enter into a contract with the City. No bidder may withdraw its bid for a period of one hundred fifty (150) days after the date set for opening of bids. The successful bidder will be required to furnish a payment bond in the amount equal to one hundred percent (100%) of the Contract Price, as well as a faithful performance bond, in the amount equal to one hundred percent (100%) of the Contract Price. The bonds shall be on the forms included in the Contract Documents. Pursuant to Public Contract Code Section 22300, for monies earned by the Contractor and withheld by the City of Tehachapi to ensure the performance of the Contract, the Contractor may, at its option, choose to substitute securities meeting the requirements of Public Contract Code Section 22300. Minimum wages, as ascertained from the Secretary of Labor or State of California, whichever is greater, currently prevailing in Kern County, California, are required to be paid mechanics and laborers, employed directly upon the site of the work. A copy of State prevailing wage rates are available at City Hall. The City complies with SB 854. All contractors and subcontractors must be registered with the State Department of Industrial Relations (DIR) at the time of bid, for prevailing wage monitoring.
