The work includes the furnishing of all labor, material and equipment necessary and required to complete all work set forth in the Contract Plans and Specifications for bathroom renovations and ADA stairway renovations, including, selective demolition, installation of new bathroom equipment, tiling, painting, installation of an inclined stair lift, and cleaning & restoration, in the Township Hall. Bids must be made on the standard Proposal form in the manner designated therein and must be enclosed in a sealed envelope bearing the name and address of the bidder and the name of the project on the outside, addressed to the Township of Tabernacle. The signed Proposal forms and bid security must be delivered via USPS/FEDEX/UPS/DHL or other carrier to the place and on or before the hour named above. Hand deliveries shall only be accepted on the day and hour named above. The accepted bidder must sign the contract within ten (10) days after the Notice of Award or forfeit his bid security. Bid securities will be returned to all but the three (3) apparent lowest responsible bidders. Bidders are required to comply with the requirements of P.L. 1975, c. 127 (N.J.A.C. 17:27-1 et seq.), Affirmative Action Regulations and N.J.S.A. 10:5-31 et seq. All bidders must have current State of New Jersey Department of Labor Public Works Contractor Registration. SECTION 3 NOTICE This Contract is subject to US Department of Housing and Urban Development, Community Development Block Grant Program regulations and Federal Labor Standard provisions. THIS IS A SECTION 3 PROJECT OF THE HOUSING AND URBAN DEVELOPMENT ACT OF 1968, AND, TO THE GREATEST EXTENT FEASIBLE, OPPORTUNITIES FOR TRAINING AND EMPLOYMENT MUST BE GIVEN TO LOW AND MODERATE INCOME PERSONS RESIDING WITHIN THE PROJECT AREA; AND THE PROJECT MUST UTILIZE BUSINESSES LOCATED IN OR OWNED IN SUBSTANTIAL PART BY PERSONS RESIDING WITHIN THE PROJECT AREA. THIS NOTICE MUST APPEAR IN ALL BID ADVERTISEMENTS AND NOTICES TO BIDDERS. The right is reserved to reject any or all Proposals, in whole or in part, or to make awards to such bidder or bidders who, in the judgment of the Township of Tabernacle makes the most advantageous bid and to waive such informalities as may be permitted by law.
