Remodeling of a clubhouse / community center in Sheboygan, Wisconsin. Completed plans call for the remodel of a 44,080-square-foot clubhouse / community center.

Solicitation - 20179 The City of Sheboygan hereby gives notice that sealed public bids will be received for Sheboygan Senior Activity Center / Uptown Social- Phase I Remodel, 1817-North 8th Street , Sheboygan WI 53081. The majority work of this contract is generally described as follows: The future home of the Sheboygan Senior Activity Center/Uptown Social project is the adaptive reuse of an existing CMU and Steel frame building formerly used as a grocery and pet store. The project involves furnishing and installation of a project sign at the site, demolition of the existing interior walls and fixtures to prep for new interior build out. There will be new window and door openings created in the existing exterior CMU walls, as well as adding projecting window boxes. The existing exterior finishes will be updated, and a new membrane roof installed. The interior will be built out with new partitions, fixtures and finishes to create office spaces, a cafe, lounge, game room, creative studio, and dance studio spaces, as well as bathrooms and corridors. Several spaces will be left as "grey box" areas for future development with limited work in the first phase. Fire protection, Plumbing, HVAC and Electrical systems are fully engineered. All site work (Divisions 31, 32 & 33) will be "self-performed" by the City of Sheboygan. Bidders will be notified of the results via email as soon as possible following the bid opening. Pre-Bid Qualification: All bidders shall be required to file or have on file a valid Bidder's Proof of Responsibility form with the Engineering Division, City of Sheboygan, not less than five (5) days prior to the time of opening of these bids. Only bidders who have demonstrated their qualifications to perform the work will be permitted to bid. Forms are included in the bid documents. Bid Security: A satisfactory Bid Bond, payable to the City of Sheboygan, WI, in an amount not less than five (5%) percent of the bid. Wage Rates: Attention is called to the fact that this project is funded through a Community Development Block Grant. The Contractor as well as any SubContractors will be required to pay not less than the Prevailing wages rates, as published by the United States Department of Labor and System for Award Management. A copy of determination # WI 20210016 is included in the bid documents. The bidder's attention is also called to the Notice for the Requirement of Affirmative Action to insure Equal Employment Opportunity for employment of women and minorities in the project area. In addition, it is the policy for this project that minority business enterprises shall have the maximum opportunity to participate in the performance of contracts financed in whole or in part with Federal funding under this agreement. The City of Sheboygan has contracted with a third party to provide payroll and wage monitoring for this project. The Contractor will be expected to work closely with the organization, Bay Lake Regional Planning Commission, to assure adherence to wage and payroll requirements. Attention of bidders is also called to the fact that the successful bidder must insure the employees are applicants for employment are not discriminated against because of their race, color, sex, religion or national origin. The attention of the bidders is particularly called to the Federal requirements for equal opportunity (Executive Order 11246, Segregated Facilities, Section 109 and Section 3) and the conditions of employment to be observed and minimum wage rates to be paid under the contract. Any contract or contracts awarded under this advertisement for bids may be funded in part by a grant from The Community Development Block Grant Program and a United States Department of Housing and Urban Development Section 108 Loan Guarantee Program. The City of Sheboygan reserves the right to reject any proposal, cancel this solicitation, waive any informality associated with the bidding process and award the bid deemed most advantageous to the City.
