Architect/Engineer to provide a complete construction design package including plans and specifications to install a new code compliant HVAC System and Security Upgrades in existing Laundry Building 212. This scope is comprised of Type A, B and C services which will include concept, design and support through the construction phase of this work. The largest component of this design will be the new code compliant HVAC. There is currently no equipment or functioning HVAC at Building 212. There is however abandoned ductwork and piping that will need to be assessed by the AE for removal in order to accommodate the new equipment and materials. The scope for the new HVAC will include a rooftop Air Handling Unit, not connected to the central chiller plant, and with humidity control capability. The building s interior will receive new HVAC supply and return ductwork, VAV boxes with reheat, individual room thermostatic control and supply diffusers and return grills all above a suspended ceiling system. Ductwork can remain exposed in areas with no suspended ceiling, and consideration will need to be made in the design to maintain the functionality of ceiling mounted track for movement of dirty laundry. The next portion of the work will include security upgrades. Design shall meet the requirements of the most current VA Physical Security Design Manual. This scope will require investigation of the existing doors to determine which have exterior hinges that need to be changed to interior hinges. Design for a motion sensor, which will function only during non-working hours, within the new Clean Linen space. Card access for all exterior doors excluding roll up doors and basement door. Redundant locking mechanisms for all means of entry. Fixed cameras should be added for both the interior and exterior of the building. Windows should be assessed, and measures should be designed to comply with the PSDM. The final portion of the design will include the construction of a new Clean Linen room within the existing building. This room will be built along the west exterior wall, measuring approximately 30 long by 20 wide. All walls will need to be designed to deck height. Modifications to the existing ceiling plan should be included in this work to account for required changes to ceiling grid and lighting. Two garage doors, approximately 10 tall x 8 wide should be designed at each of the shorter walls and one 48 man door should be included at the middle of the long wall. The man door should have coded access and an automatic opener. Exterior wall within the clean room should be modified to encapsulate existing walls. Relocation or enclosure of any wall mounted piping or conduit should be included in design. Connections to existing services to be included for all added devices and equipment. HVAC Controls and security to tie in to existing front ends. All design work shall be certified by professionals licensed to practice in the State of Maine. The design firm must follow all required building codes, standards, and guidelines. This is to include but is not limited to, VA Master Specifications, VA Barrier free design guide, VA Physical Security & Resiliency Design Manual (October 1, 2020), and the VA Sustainability Design book, as well as and applicable trade design manuals. After the A/E design is completed it is expected to be construction ready, and include all necessary details, drawings, specifications, construction scope, and cost estimate. The period of performance for this work to be completed is 270 days from the issuance of the Notice to Proceed by the contracting officer. Anyone coming to VAME Togus will be required to follow Covid 19 screening and testing requirements. These requirements are subject to change, currently no one is allowed access to the campus that doesn t have immediate business on campus. Anyone having business on campus must report to one of 4 screening access points, answer screening questions, and obtain a hospital issuea disposable face mask. The mask must be worn at all times when on campus. Most vendors and contractors will also be required to take a VA provided and administered rapid test for Covid. Additional information and requirements will be provided when access to the station is required either for bidding purposes or for executing the contract. Period of performance is 270 calendar days.
